From 2065438 to June 2005, Guangxi proposed to implement off-site loans in Beibu Gulf Economic Zone. Paid employees who purchase houses in Beibu Gulf Economic Zone are regarded as the same city, and apply for personal loans of housing provident fund according to the policy of the same city. Loans are granted in principle by the place where they buy a house. If the personal loan interest rate of the housing provident fund in the place where they buy a house is too high, they can pay it in the place where they deposit it. Employees who are employed in other places can apply for housing provident fund loans at the place where they purchase houses if they return to their domicile. Households without housing deposits can apply for housing provident fund loans at their places of deposit if they buy houses in other cities outside their places of work and domicile.
Since June 8, 20 10, Guangxi has fully implemented off-site loans, and paid employees can apply for individual housing loans from the housing provident fund management center of the place where they purchased the house in areas other than the place where they paid.
The policy of off-site loans for provident fund is no longer limited to the four cities of North and South Qin Fang in Beibu Gulf Economic Zone, and all 14 cities in the whole region can communicate with each other. Moreover, citizens in Guangxi can also apply for provident fund loans to buy houses in other provinces and cities outside the region. For example, Wuzhou citizens who want to buy a house in Guilin can apply for a personal housing loan from the local housing provident fund center in accordance with the local housing provident fund personal housing loan policy in Guilin. If Nanning citizens want to buy a house in Qingdao, they only need to apply for a personal housing loan from the local housing provident fund center in Qingdao according to the local housing provident fund personal housing loan policy. Therefore, off-site loans can not only bring greater benefits to paid employees, but also further promote housing consumption and invigorate the real estate market.
2. It is not necessary for the unit to issue an employee income certificate.
In addition to the full realization of off-site loans, the Ministry of Housing and Urban-Rural Development and other three departments also proposed that cities with districts whose utilization rate of housing provident fund funds was less than 85% by the end of August 2005 should comprehensively consider the local housing price level, loan demand and borrower's repayment ability, and increase the actual amount of housing provident fund personal housing loans. On the premise of ensuring the borrower's basic living expenses, the upper limit of the monthly repayment amount to the monthly income is controlled at 50%-60%. The loan repayment period can be extended to 5 years after the statutory retirement age of the borrower, and the longest loan period is 30 years. So how does Guangxi respond? The Notice on Further Strengthening Housing Provident Fund to Support Housing Consumption issued by Guangxi in June 20 15 clearly stated that all localities should increase the maximum loan amount in time according to the local housing price level and cancel the unreasonable restrictions on determining the actual loan amount. In principle, the maximum loan amount shall not be less than 80% of the total house price of commercial housing with building area 100 square meter, and cities with individual loans higher than 85% may continue to implement the current policy.
In view of the requirements of the three departments to simplify the business approval requirements, the Housing and Construction Department of the autonomous region also explicitly requires all localities to clean up the existing approval requirements in accordance with relevant state regulations and simplify them as much as possible. Employees who apply for housing provident fund personal housing loans and agree to calculate their monthly income according to the monthly deposit of their housing provident fund do not need to issue a certificate of employee income. When paying the employee's rented commercial housing to apply for withdrawal of housing provident fund, there is no need to provide other supporting materials except the identity certificate and the proof that the employee and spouse have no housing.
