County-level departments, directly affiliated units, townships (offices), county-level public resource trading centers, government procurement agencies, suppliers and financing service institutions:

In order to optimize and improve the business environment of government procurement, further strengthen the role of enterprise credit in government procurement and loans, and create a new model of government procurement credit financing with "financial support, information sharing and win-win between banks and enterprises" to help the development of small and medium-sized enterprises, the relevant matters concerning the implementation of "credit procurement and loans" are hereby notified as follows.

(1) The finance department will establish a "white list" of supplier financing services in our county together with all purchasing units and financing service institutions according to the supplier credit inquiry, government procurement performance and financing repayment records.

(2) SMEs should be given priority in the "white list".

(three) for the suppliers in the "white list", the financing service institutions shall, in principle, implement preferential interest rates according to the benchmark loan interest rate announced by the People's Bank of China.

(four) for the "white list" suppliers, the financing service agencies provide financing loans of 70% of the maximum contract amount.

(5) For the suppliers in the "white list", the financing service organization provides a "green channel" fast channel.

(six) the financing service institutions shall not charge other fees from suppliers, and shall not require suppliers to provide other forms of mortgages, guarantees and other additional conditions.

(VII) Other matters related to "credit policy loans" shall be in accordance with the Notice of Xixian Finance Bureau to Xinyang Finance Bureau on Implementing the Implementation Plan for Deepening Government Procurement Contract Financing (NoXi Finance Purchase [2020]1Kloc-0/No.).

(8) This circular shall come into force on August 1 day, 2022.
