The Beijing News (Reporter Yuan Xiuli) On April 30, the Housing and Urban-Rural Development Bureau of Huizhou City, Guangdong Province issued the Notice on Promoting the Healthy Development and Benign Cycle of the Real Estate Industry (hereinafter referred to as the Notice), proposing policy optimization measures from six aspects: credit, provident fund, pre-sale funds, land transfer and housing purchase restriction, so as to support the commercial housing market to better meet the reasonable needs of buyers.

Huiyang District and Daya Bay District are no longer included in the key areas of purchase restriction.

The "Notice" clarifies that those who meet the reasonable housing demand within Huiyang District and Daya Bay Economic and Technological Development Zone will no longer be included in the key areas of purchase restriction. According to the previous policy, Huiyang District, Daya Bay Economic and Technological Development Zone and other key areas have suspended the sale of new commercial housing to non-local residents who own 1 set or more houses in the region.

According to the relevant person in charge of Huizhou Housing and Construction Bureau quoted by Huizhou local media, transferring Daya Bay Economic and Technological Development Zone and Huiyang District out of key restricted areas will further meet the demand of Huizhou talents and new citizens for self-occupation and improved housing, enhance market expectations and stimulate market vitality.

At the same time, in meeting the reasonable housing credit demand, the Notice proposes that commercial banks should implement differentiated housing credit policies and reasonably determine the down payment ratio and loan interest rate of their commercial personal housing loans; Establish a scientific and prudent credit evaluation system, improve the convenience of loan repayment for buyers who have the ability to purchase houses, and better meet the reasonable housing needs of buyers.

Optimize the supervision of pre-sale funds and implement "issuing certificates upon delivery"

It is worth mentioning that Huizhou's policy allows employees who pay the provident fund to buy new commercial housing to withdraw their own and their spouses' housing provident fund to pay the down payment. In this regard, the relevant person in charge of Huizhou Housing and Urban-Rural Development Bureau explained to the local media that in the specific operation, the purchaser can apply to the provident fund management department to withdraw the balance of the provident fund account to pay the down payment after subscribing for the house, and the provident fund management department agrees to transfer the relevant funds into the pre-sale fund supervision account of commercial housing projects. If the purchaser fails to formally sign online within a certain period of time, the relevant funds will be returned to the provident fund account in the original way to avoid the situation that the provident fund is falsely claimed.

According to this notice, Huizhou will also optimize the supervision of pre-sale funds, and reasonably determine the supervision amount of pre-sale funds of commercial housing according to factors such as construction cost, construction contract amount and project delivery conditions of real estate development projects; Ensure that the funds within the supervision quota are earmarked and that the construction projects are delivered on time.

In terms of optimizing land transfer, the Notice pointed out that before land transfer, according to the current situation of the real estate market, fully understand the market demand and optimize the planning and transfer conditions of the land to be transferred.

In addition, the "Notice" also proposed that new commercial housing should be delivered immediately, and real estate associations should be encouraged to carry out the initiatives of "three days without reason to return" and "living in Huizhou and buying a house with confidence" to provide convenient conditions for residents to buy a house; Encourage commercial residential projects to be delivered with decoration, and support high-quality and high-price projects such as green buildings and prefabricated buildings.
