Ling 'ao Phase II Project is the first nuclear power project to start construction since the state made the decision to "actively promote nuclear power construction". It is also the first million-kilowatt nuclear power project with independent brand technology route in China, and it is also the project with the highest degree of autonomy in China. Lingao Phase II Project is invested and constructed by Lingdong Nuclear Power Co., Ltd., a wholly-owned subsidiary of China Guangdong Nuclear Power Group. Entrusted by the owner, China Guangdong Nuclear Engineering Co., Ltd. is fully responsible for the project construction. On-site construction organization and management of Ling 'ao Phase II Project is the responsibility of CGNPC, and all contractors are domestic construction units. The civil works of nuclear island and conventional island are undertaken by China Huaxing Construction Company and China Second Construction Bureau respectively, while China 23rd Construction Company, Guangdong Thermal Power Installation Company and Tianjin Electric Power Construction Company are responsible for the installation of nuclear island, conventional island and blowout preventer respectively.

The compilation of operation reference documents, the digital design of the whole plant, and the design of man-machine interface in the main control room have been advanced as planned, and the exchange of design interfaces is in a controllable state. In terms of equipment manufacturing, the embedded equipment of Unit 1 arrived as scheduled, the quality of main equipment such as reactor pressure vessel, steam generator and main pump was controllable and the progress met the requirements, and the turbine generator was manufactured. The main equipment of Unit 2 has completed forging and material processing and entered the manufacturing process. On-site construction, the first tank of concrete was poured 1 month in advance for Unit No.1 of Conventional Island, and 2 months in advance for Unit No.2 of Nuclear Island. Up to now, the overall progress of on-site construction is about one month ahead of schedule, and the reactor buildings of Nuclear Island 1 and Unit 2 are 35 days and 40 days ahead of schedule respectively. The conventional island and blowout preventer projects are progressing smoothly, and various installation, commissioning and material management work are being carried out in an orderly manner.

2007 is the peak year of design and procurement, equipment manufacturing, civil engineering and installation of Ling 'ao Phase II Project. 1 June, marked by the hoisting of the dome of the reactor building, 1 unit changed from civil construction to installation. The installation of BOP will begin in the first quarter, and the manufacture of major equipment will enter a critical stage.
