We will comprehensively promote the construction of a diversified, multi-level and multi-form old-age service system that is compatible with the process of population aging in our province and coordinated with the level of economic and social development.

All kinds of old-age care institutions that meet the conditions listed in the Guiding Opinions on the Construction of Social-run Old-age Care Institutions in Anhui Province (for Trial Implementation) and are established by enterprises, institutions, collective organizations, social organizations, charities and individuals in the form of sole proprietorship, joint venture and cooperation, have independent legal personality and have obtained the License for the Establishment of Old-age Care Institutions in Anhui Province according to law.

(3) Types and standards of subsidies

1. One-time construction subsidy. Give one-time bed construction subsidies to eligible social pension institutions (one-time bed construction subsidies do not include public pension institutions, public private pension institutions, elderly medical institutions, elderly houses, elderly communities, etc.). ). The operating subsidy standard is determined by the civil affairs department of the city and county (city, district) in conjunction with the financial department in accordance with the standard of not less than 200 yuan per person per month. For the disabled and demented elderly, according to the degree of disability and dementia of the residents, the operating subsidies will be increased by 50%, 100% and more than 200% respectively.

3. Loan discount subsidy. For pension institutions established by social forces, loans from banks and other financial institutions are used for the construction of pension institutions, and loan discount subsidies are given. At the provincial level, subsidies will be given at 30% of the benchmark interest rate of three-year loans in the same period, and the civil affairs departments of cities and counties (cities, districts) will determine the local loan discount standard jointly with the financial department.

4. The government purchases service subsidies. Governments at all levels rely on social pension institutions to purchase pension services from rural five guarantees, urban "three noes" and urban and rural low-income elderly people, and give subsidies for purchasing services. The subsidy standard shall be determined by the municipal and county civil affairs departments in conjunction with the financial departments. (3) Types and standards of subsidies

1. One-time construction subsidy. Eligible community pension service facilities, by the city and county (city, district) civil affairs departments in conjunction with the financial sector in accordance with the local subsidy standards to give a one-time construction subsidy. 2. Daily operating subsidies. 2. The application, approval procedures and required materials of subsidy funds shall be implemented in accordance with the Interim Measures for the Management of Provincial Social Pension Service Development Funds in Anhui Province (Caishe [2065]12).
