Interim Provisions of Tangshan Municipality on Deposit, Transfer and Withdrawal of Housing Provident Fund

Establish a housing provident fund unit account

I. Process of setting up a company account:

1, company application

The newly established unit shall, within 30 days from the date of establishment, go through the formalities for setting up the unit account with relevant information at the management department of the housing provident fund management center in the place where the unit is registered or operated.

2. Review materials

The administrative department shall complete the examination and approval procedures within 3 working days from the date of acceptance. Do not meet the prescribed conditions, notify the unit.

Step 3 set up an account

To meet the prescribed conditions, set up housing provident fund accounts for units and employees and notify the units to handle the deposit procedures.

Two, the unit application materials to be submitted:

1, the original and photocopy of the business license of the company;

2. Original and photocopy of organization code certificate;

3. Application for company account opening;

4, the previous annual salary schedule;

5. Account opening registration form.

Deposit of housing provident fund

I. Date of deposit:

The unit shall remit the housing provident fund paid by the unit and withheld and remitted for the employees to the housing provident fund account of the bank where the territorial management department opens an account within 5 days from the date of monthly payment of employees' wages.

Second, the housing provident fund deposit process:

(a) the information submitted by the unit

1, the first deposit of the company

The unit shall submit the "Housing Provident Fund Remittance and Payment Form", "Housing Provident Fund Remittance and Payment (Supplement) Summary Form" and bank deposit entry voucher stamped with the official seal of the unit.

2. The number and amount paid by the unit have not changed.

The unit shall submit the "Summary of Housing Provident Fund Remittance (Supplement) Payment" stamped with the official seal of the unit and the bank deposit entry voucher.

3. The number of units and the amount of deposits have changed.

The unit shall submit the Summary Form of Housing Provident Fund Remittance (Supplement), the Change Form of Housing Provident Fund Deposit and the Bank Deposit Certificate stamped with the official seal of the unit. Need to pay to provide the "Supplementary Form of Housing Provident Fund".

(2) the management department for examination and approval.

1. The management department shall go through the settlement procedures for the depositor after reviewing the forms submitted by the depositor and the bank deposit entry voucher.

2. After the management department verifies that the money paid by the unit has entered the account, it shall go through the accounting procedures for the housing provident fund.

Housing accumulation fund transfer

I. Conditions for transfer:

In any of the following circumstances, the original unit or employee shall, within 30 days from the date of occurrence, go through the formalities for the transfer of housing provident fund with relevant certification materials to the management department or agency:

1, unit merger, division, restructuring, employee labor relations change;

2, unit revocation, bankruptcy, dissolution or resignation, dismissal of workers and new employment units to re-establish labor relations;

3. Employee transfer.

Second, the transfer process:

(a) when employees are transferred in a city divided into districts, the internal transfer procedures shall be handled by the management department in registered permanent residence.

1. Proof materials submitted by employees: application for housing provident fund transfer stamped with the official seal of the employee transfer unit, employee's own housing provident fund card and ID card.

2. After the employee's personal account is set up and the housing provident fund is paid by the transfer unit, the employee shall submit an application for the transfer of housing provident fund to the transfer management department and apply for the transfer formalities.

Two, the scope and conditions of housing provident fund extraction

(a) employees in any of the following circumstances, can apply for withdrawal of the balance in their housing provident fund accounts:

1, purchase, build, renovate and overhaul owner-occupied housing;

2. Retired;

3, completely lose the ability to work, and terminate the labor relationship with the unit;

4. Go abroad to settle down;

5. Repay the principal and interest of the house purchase loan;

6. Dead or declared dead;

7, in the centralized sealed account management for more than two years did not continue to deposit or transfer;

8, was sentenced to punishment and termination of labor relations with the unit;

9, because of joining the army, school and the unit to terminate the labor relationship;

10, other circumstances that allow extraction according to law.

(two) the information submitted by the employees when they apply for withdrawing the balance stored in their housing provident fund accounts.

1. Materials submitted for purchase, construction, renovation and overhaul of owner-occupied housing:

The purchase of owner-occupied housing includes: old public houses, second-hand houses, commercial houses, fund-raising houses and affordable housing.

(1) Those who have obtained the real estate license:

Workers themselves need to submit: ① property ownership certificate; 2 ID card; ③ Housing accumulation fund card; ① and ② copy and save. Spouses need to submit: ① property ownership certificate; ② Marriage certificate or household registration book; 3 ID card; ④ Housing accumulation fund card; ①, ②, ③ Copy and save. If the property certificate does not indicate the value of the property, it is necessary to provide deed tax payment certificate or full invoice for the purchase of the house. If there is no such bill, it is necessary to provide an evaluation report.

(2) the purchase of commercial housing, affordable housing and affordable housing without obtaining the "Property Ownership Certificate":

Workers withdraw housing provident fund with the sales contract filed by the real estate department and the full payment invoice of the real estate. Employees themselves need to submit: ① house sales contract; ② Full property invoice; 3 ID card; ④ Housing accumulation fund card; ①, ②, ③ Copy and save. (3) Workers build or renovate their own houses.

① Materials required for extracting housing accumulation fund for rural housing construction: planning approval procedures issued by the township government, building approval from the land department, invoices for purchasing raw materials, identity cards and housing accumulation fund cards; (2) Materials required for extracting housing provident fund from houses that are not expanded in rural areas: procedures for planning approval by township governments, invoices for purchasing raw materials, identity cards and housing provident fund cards; (3) Materials required for extracting housing accumulation fund for rural housing reconstruction and expansion: procedures for examination and approval of township government planning, approval of decoration by the land department, invoices for purchasing raw materials, identity cards and housing accumulation fund cards; (4) Materials required for extracting housing provident fund from newly-built or renovated houses in the county: examination and approval procedures of the county planning department, approval of newly-built and renovated houses by the land department, purchase of raw material invoices, identity cards and housing provident fund cards.

Tips: 1, purchase, construction, renovation and overhaul of self-occupied housing, allowing one-time withdrawal of the housing provident fund of the purchaser and his spouse. 2. Employees who purchase, build or renovate houses (including loans from different places) outside the administrative area of Tangshan City shall not withdraw housing provident fund. However, under any of the following circumstances of purchasing houses in different places, the housing accumulation fund can be withdrawn as required: 1. Where in Qinhuangdao, Tianjin (railway workers), Chengde, Beijing (Qian 'an Shougang workers) and other cities that have signed loan agreements with our city; 2. The purchased house is located at the place where the employee or his spouse works or lives.

2, retired workers from the housing provident fund storage amount submitted by the information:

4. Information submitted by employees who have settled abroad to withdraw the storage amount of housing provident fund:

① Certificate of account cancellation; ② Valid identification; ③ Housing accumulation fund card; ① and ② copy and save.

5. Information submitted by the employee who repays the principal and interest of the house purchase loan to extract the storage amount of the housing provident fund:

Workers themselves need to submit: ① loan contract; (two) loan principal and interest repayment details; 3 ID card; ④ Housing accumulation fund card; ①, ②, ③ Copy and save. Spouses need to submit: ① loan contract; (two) loan principal and interest repayment details; ③ Marriage certificate or household registration book; 4 ID card; ⑤ Housing accumulation fund card; ①, ②, ③, ④ Copy and save.

Reminder: After repaying the principal and interest of the house purchase loan, the housing provident fund can only be withdrawn after one year of deduction, and it is allowed to be withdrawn once a year.

6, death or death from housing provident fund storage submitted information:

If an employee dies or is declared dead, his successor or legatee needs to submit: ① employee death certificate; (2) A notarial certificate of the right of inheritance or bequest issued by the notary department; (3) the identity card of the heir or legatee; (4) the housing provident fund card of the deceased employee; ①, ②, ③, copy and save.

7, in the centralized sealed account management for more than two years did not continue to deposit or transfer of workers, extraction of housing provident fund storage amount to submit information:

9. Information submitted by employees who have joined the army, gone to school and terminated labor relations with the unit to extract the storage amount of housing provident fund:

Workers who join the army and terminate their labor relations with the unit need to submit: ① proof of enlistment; (2) Proof of termination of labor relations; ③ Valid identification; ④ Housing accumulation fund card; ①, ②, ③ Copy and save.

If you go to school and terminate the labor relationship with the unit, the employee himself needs to submit: ① the notice of admission; (2) Proof of termination of labor relations; 3 ID card; ④ Housing accumulation fund card; ①, ②, ③ Copy and save.

Tips: Spouses are allowed to withdraw the housing provident fund, but they need to provide proof of the relationship between husband and wife and proof of the spouse's consent to withdraw (the spouse needs to write a power of attorney and affix the client's handprint). Other clients need notarization to withdraw housing provident fund, and then handle the withdrawal business.
