Chapter 1 General Provisions Article 1 In order to strengthen the management of autonomous region-level grain reserves, ensure the authenticity, good quality and storage safety of autonomous region-level grain reserves, and effectively play the role of autonomous region-level grain reserves in the government's macro-control , in accordance with relevant laws and regulations, with reference to the "Regulations on the Management of Central Grain Reserves" and in combination with the actual conditions of the autonomous region, these measures are formulated. Article 2 The term "autonomous region-level grain reserves" as mentioned in these Measures refers to the grain and edible oil reserved by the people's government of the autonomous region for regulating the total grain supply and demand in the region, stabilizing the grain market, and responding to major natural disasters or other emergencies. . Article 3 Units and individuals engaged in and participating in autonomous region-level grain reserve management and supervision activities must abide by these Measures. Article 4 Without the approval of the People's Government of the autonomous region, no unit or individual may use the autonomous region-level grain reserves without authorization. Article 5 The grain administrative department of the people's government of the autonomous region is responsible for the supervision and management of grain reserves at the autonomous region level.

The League Administrative Office and the Grain Administration Department of the Municipal People's Government assist in the management of autonomous region-level grain reserves in accordance with the authorization of the Grain Administration Department of the Autonomous Region People's Government, and are responsible for the quantity, quality and storage safety of autonomous region-level grain reserves.

Relevant departments of the people's governments at all levels should provide support and assistance to the management of grain reserves at the autonomous region level. Article 6 The financial administrative department of the People's Government of the autonomous region is responsible for arranging financial subsidies such as loan interest, storage and rotation costs for the autonomous region-level grain reserves, and ensuring timely and full disbursement; and is responsible for supervising and inspecting the financial implementation of the autonomous region-level grain reserves. Article 7 The Inner Mongolia Autonomous Region Branch of the Agricultural Development Bank of China and its branches are responsible for arranging loans required for autonomous region-level grain reserves in a timely and full amount in accordance with relevant national and autonomous region regulations, and conducting credit supervision on the loans issued for autonomous region-level grain reserves. Article 8 No unit or individual may defraud, expropriate, withhold or misappropriate autonomous region-level grain reserve loans or loan interest, storage and rotation fees and other financial subsidies in any way. Article 9 Any unit or individual has the right to report illegal acts in the operation and management of grain reserves at the autonomous region level to the grain administration department of the autonomous region people's government and other relevant departments. After receiving the report, the relevant departments such as the food administration department of the People's Government of the Autonomous Region shall investigate and deal with it in a timely manner; if the handling of the reported matter falls within the scope of responsibility of other departments, it shall be transferred to other departments for processing in a timely manner. Chapter 2 Plan for Grain Reserves at the Autonomous Region Level Article 10 The grain administrative department of the People’s Government of the Autonomous Region, in conjunction with the financial administrative department of the People’s Government of the Autonomous Region, shall propose the storage scale, variety and overall grain reserve size of the autonomous region based on the needs of macro-control and the fiscal capacity of the autonomous region. The layout plan shall be submitted to the People's Government of the Autonomous Region for approval before implementation. Article 11 The grain administrative department of the autonomous region people's government shall formulate the purchase and sales plan of the autonomous region-level grain reserves based on the scale, variety and overall layout plan of the autonomous region-level grain reserves, and shall, in conjunction with the financial administrative department of the autonomous region people's government and the Agricultural Development Bank of China, The Inner Mongolia Autonomous Region Branch assigns enterprises responsible for storing autonomous region-level grain reserves (hereinafter referred to as storage enterprises). Article 12 The League Administrative Office and the Grain Administration Department of the Municipal People's Government shall be responsible for organizing the storage enterprises within their respective administrative regions to implement the purchase and sale of autonomous region-level grain reserves based on the autonomous region-level grain reserve purchase and sales plans. Article 13: The autonomous region-level grain reserves shall implement a balanced rotation system.

The League Administrative Office and the grain administrative department of the Municipal People's Government shall propose the quantity and variety plan for the annual rotation of the autonomous region-level grain reserves based on the quality of the autonomous region-level grain reserves and the storage period, and submit them to the autonomous region people's government. The administrative department shall be approved by the food administrative department of the People's Government of the Autonomous Region in conjunction with the financial administrative department of the People's Government of the Autonomous Region and the Inner Mongolia Autonomous Region Branch of the Agricultural Development Bank of China. The Administrative Office of the League and the food administration department of the Municipal People's Government will specifically organize and implement the rotation based on the approved rotation plan and the supply and demand conditions of the grain market. Article 14 The League Administrative Office and the food administrative department of the Municipal People's Government shall promptly report the specific implementation status of the autonomous region-level grain reserve purchase, sales, and annual rotation plans to the food administrative department and the financial administrative department of the autonomous region people's government for record, and Copied to the Inner Mongolia Autonomous Region Branch of the Agricultural Development Bank of China.

Chapter 3 Storage of grain reserves at the autonomous region level Article 15 Storage enterprises shall meet the following conditions:

(1) The total warehouse capacity is more than 10,000 tons (excluding rented warehouses), and the storage area is the same The internal warehouse capacity is more than 5,000 tons, and the warehouse conditions comply with national standards and technical specifications;

(2) Have warehouses that are suitable for grain storage functions, warehouse types, grain entry and exit methods, grain varieties, grain storage cycles, etc. Equipment;

(3) Have grain quality testing instruments and locations that comply with national standards, and have the conditions to detect warehouse temperature, moisture, and pest density during the storage of autonomous region-level grain reserves;

( 4) Have management and technical personnel for grain storage, inspection, prevention and control who have received professional training and obtained qualification certificates issued by relevant competent authorities;

(5) Good business management and reputation, and no serious illegal business records .

The grain administrative department of the people's government of the autonomous region shall select storage enterprises based on principles that are conducive to the rational layout of autonomous region-level grain reserves, management and supervision, and reduction of costs and expenses.
