Adhere to the principle of government leading, market-oriented operation and comprehensive development. The transformation of shanty towns is the key work in Xiangshan District, and it is included in the annual target assessment task. Through government organization and implementation, market-oriented operation, unified planning and collection of shantytown renovation policies and design standards, unified organization of project construction bidding, unified allocation of shantytown renovation funds, unified coordination of supporting project construction, and step-by-step implementation of renovation. At the same time, actively encourage and support powerful development and construction enterprises to participate in shantytown renovation.
Adhere to the principle of unified leadership, operation according to law and personal responsibility. District land sub-bureau: according to the land use planning indicators, ensure land supply; Responsible for determining and changing the nature of land within the scope of shantytown renovation projects, and handling land-related procedures for shantytown renovation projects.

In order to ensure the smooth transfer of the project land, powerful development enterprises can be invited to intervene first, and the land will be delisted when it is listed for transfer, and the government will buy back the resettlement houses in a unified way; Third, the project planning should be carried out first, and then the land promotion and investment promotion should be carried out after the project demolition; The fourth is to adopt the self-built mode and organize the implementation by bundling exploration, design, construction and other bidding methods.
(2) Financing channels
The funds for shantytown renovation are raised through multiple channels, with "bank loans as the mainstay, government investment as the supplement, and social financing as the supplement".
