The credit information center shall establish a registration and publicity system for accounts receivable pledge (hereinafter referred to as the registration and publicity system), handle the registration of accounts receivable pledge, and provide inquiry services for the public. Article 3 The People's Bank of China shall manage the activities related to the pledge registration of accounts receivable in the Credit Information Center. Article 4 The term "accounts receivable" as mentioned in these Measures refers to the creditor's right to demand payment from the obligor for providing a certain commodity, service or facility, including the existing and future monetary claims and their income, but excluding the claim for payment arising from bills or other securities.
Accounts receivable as mentioned in these Measures include the following rights:
(1) Creditor's rights arising from sales, including sales of goods, supply of water, electricity, gas, heating, intellectual property license, etc. ;
(2) Creditor's rights arising from leasing, including leasing movable property or immovable property;
(3) Creditor's rights arising from the provision of services;
(four) the right to charge for roads, bridges, tunnels, ferries and other real estate;
(5) Creditor's rights arising from providing loans or other credits.
