The reporter didn't bring his ID card to ask for Internet access, and was refused in the Internet cafe. On the same day, we visited many Internet cafes in 10 and got similar answers.

Beijing's citizen registration system seems to be well implemented. Do Internet cafes still accept minors? This is our greatest concern in this survey. On that day, we deliberately chose to start the investigation at 4 pm, because all the students were out of school at that time, and the Internet cafes being investigated were either in residential buildings, nearby or at school. The inspectors visited more than ten Internet cafes, but no minors were found. An insider told us that this has a lot to do with Beijing's strict compliance with the regulations of the Ministry of Culture and increasing penalties for illegal Internet cafes.

These Internet cafes are all in the urban area, which is convenient for supervision, but what if they are in the urban-rural fringe? On the same day, another reporter rushed to Dongtai, Yancheng, Jiangsu Province to investigate. There are 63 local networks, except 24 in urban areas, and the other 39 are located in towns and suburbs 50 kilometers away from Fiona Fang. The reporter arrived at night 10. Like Beijing, there are warning signs at the entrance of internet cafes here that minors are not allowed to enter. Many Internet cafes visited by reporters scan their membership on computers to provide convenience for Internet surfers. In the words of operators, rural Internet cafes can do this, which I never thought before. We visited the 12 Internet cafe that night and found no minors. In order to know more about the management of local Internet cafes, the next day, the reporter went to the towns under the jurisdiction of Dongtai for further investigation, where an Internet cafe reporter found a problem.

Late that night, in another Internet cafe in the southern suburbs of Dongtai, the reporter blocked the middle school students who were surfing the Internet.

In two days, the reporter visited more than 20 Internet cafes in Dongtai, Jiangsu, and only found that two of them had problems. Compared with the common problems and repeated prohibitions in the past, the governance effect of Internet cafes here is quite obvious.

Some time ago, the Ministry of Culture sent people to Mudanjiang City, Heilongjiang Province to make an investigation. About half of the 5 1 internet cafes that were unannounced visited accepted minors. How is the management of Internet cafes here now? On September 20th, the reporter conducted an investigation in Mudanjiang City and its subordinate Haiyan County. Internet cafes in Mudanjiang City have not found minors, but in an Internet cafe in Haiyan County, we met a girl in a school uniform.

On the same street, many online records of 18 years old were found in the online registration books of two other internet cafes.

In Mudanjiang, the reporter visited more than a dozen Internet cafes with inspectors, one of which had minors, and three records showed that minors were surfing the Internet. It seems that the proportion of internet cafes that accept minors here is obviously declining, but the problem still cannot be ignored.

The situation of this survey can be said to be mixed, so relatively speaking, the situation of Internet cafes in small and medium-sized cities and rural areas is not optimistic, and there are still some problems that need to be further solved. What does this mean? This means that if we want to implement this system in every Internet cafe and every moment, we must make unremitting efforts. In order to solve the problem fundamentally, it is necessary to establish a long-term mechanism for the management of Internet cafes.

In China, there are nearly 6,543,800 Internet cafes and more than 5 million computer terminals legally established with the permission of the government. In recent years, various localities have explored some new practices in strengthening and improving the management of Internet cafes. In Dongtai, Jiangsu, the reporter learned that the local cultural department decided the frequency of inspection through the rating system and guided Internet cafes to consciously abide by the law.

It is divided into several levels. If your Internet cafe is a first-class Internet cafe, he (the law enforcement officer) will check it every two or three months normally. If your Internet cafe is below Grade 4, he (the cultural department) will ask you to suspend business for rectification.

According to the reporter's understanding, if you have been rated as a first-class Internet cafe for three consecutive months, you will be eligible to be selected as the "Star of the Quarter" in Dongtai's Internet cafes.

In our internet cafes, the masses have responded well and the management of internet cafes is also better. If there is no illegal operation, five "stars of the season" will be evaluated in Internet cafes every quarter. For some good ones, we will also reward 100 yuan to show encouragement.

In Beijing, the cultural department itself has stepped up law enforcement, but at the same time, it has also tried to mobilize social forces to participate. In an Internet cafe in Xuanwu District, an old man caught our attention. He is over 60 years old, but he doesn't surf the Internet when he goes to Internet cafes. Instead, he wandered around it, looking at the people surfing the Internet. It turns out that he is a voluntary supervisor of Internet cafes.

My other teacher, Miss Yang, and I are in a group. We are in charge of seven Internet cafes. Generally speaking, we come almost once a week.

We mainly come to see if there are any minors coming here.

Teacher Lian said that he has been a volunteer supervisor for two years. Xuanwu District has a supervisor like Teacher Lian *** 16. They are divided into eight groups to supervise 37 Internet cafes in Xuanwu District. The results of each supervision should be recorded. Internet cafes should give one, keep one for themselves, and give it to the document inspection department, so that the operators of Internet cafes will be under pressure.

While strengthening supervision, how to mobilize the enthusiasm of Internet cafe operators for self-discipline? Beijing Municipal Bureau of Culture plays the role of trade association to help Internet cafes make money legally. On the website of Beijing Internet Cafe Industry Association, many articles are about value-added services. In this way, an Internet cafe in Chaoyang District adjusted its target customer base, and took the lead in setting up an e-sports area, a business leisure area and the latest product experience area according to the different needs of adult netizens.
