You can of course apply for a national student loan. The counselor will tell you how to apply. As for the quota, we usually set it at 16000. As long as you have proof of poverty, it's still easy. Banks usually approve it. If you don't have proof of poverty, I suggest you apply for a student loan, which is easier.
