In order to implement the objectives and requirements of the Strategic Action Plan for Energy Development (20 14-2020) of the General Office of the State Council, reasonably guide new energy investment, promote the healthy and orderly development of new energy industries such as onshore wind power and photovoltaic power generation, promote the balanced development of new energy in various places, and improve the subsidy efficiency of additional funds for renewable energy electricity prices, it is decided to adjust the benchmark electricity price policy for new onshore wind power and photovoltaic power generation according to the Renewable Energy Law. With the consent of the National Energy Administration, relevant matters are hereby notified as follows:
First, the benchmark electricity price of onshore wind power and photovoltaic power generation (photovoltaic power station, the same below) will be implemented, which will gradually decrease with the development scale. In order to clarify the investment expectation, the benchmark electricity prices of 20 16 and 20 18 are determined by onshore wind power. Photovoltaic power generation shall first determine the benchmark electricity price for 20 16 years, and the price after 20 17 years shall be formulated separately. See Annex I and Annex II for the specific benchmark electricity price.
Two, the use of building roofs and ancillary places to build distributed photovoltaic power generation projects, in the project record, you can choose "spontaneous self-use, surplus electricity to the Internet" or "full access" mode; Projects that have implemented the mode of "self-use and surplus electricity on the Internet" are allowed to change to the mode of "full electricity on the Internet" when the power load is obviously reduced (including disappearing) or the relationship between power supply and consumption cannot be fulfilled. The power generation of the "full access" project is purchased by the power grid enterprise according to the benchmark electricity price of the local photovoltaic power station. If the mode of "full access to the Internet" is selected, the project unit shall apply to the local energy authorities for change and filing, and shall not change back to the mode of "spontaneous self-use and surplus electricity access to the Internet".
3. The part of the on-grid tariff of onshore wind power and photovoltaic power generation within the benchmark on-grid tariff of local coal-fired units (including desulfurization, denitrification and dust removal) shall be settled by the local provincial power grid; The higher part is subsidized by the National Renewable Energy Development Fund.
Fourth, encourage all localities to determine the owners and on-grid tariffs of new energy projects such as onshore wind power and photovoltaic power generation through market competition, but the on-grid tariffs formed through market competition shall not be higher than the local benchmark tariffs of similar onshore wind power and photovoltaic power generation projects stipulated by the state.
Five, onshore wind power, photovoltaic power generation enterprises and power grid enterprises must truly and completely record and save the relevant power generation projects online trading electricity, price and subsidy amount and other information, and accept the supervision and inspection of relevant departments. Price departments at all levels should strengthen supervision over the implementation of on-grid tariffs for onshore wind power and photovoltaic power generation and the settlement of additional subsidies for tariffs, and urge the implementation of relevant on-grid tariff policies.
