Article 56 of the Measures for Housing Registration: If the maximum mortgage is transferred and the maximum mortgage transfer registration is applied before the creditor's rights secured by the maximum mortgage are determined, the transferor and transferee shall submit the following materials: (1) an application for registration; (2) the identity certificate of the applicant; (3) Certificate of ownership of the house; (4) Proof that the creditor's rights secured by the maximum mortgage amount have not been determined; (five) the certificate of mortgage of maximum amount's transfer; (6) Other necessary materials. Before the creditor's rights secured by the maximum mortgage are determined, if the creditor transfers part of the creditor's rights, unless otherwise agreed by the parties, the housing registration agency shall not handle the registration of the maximum mortgage transfer.
