Rent-free object and rent standard
1. The top talents, leading talents, top-notch talents and local outstanding talents recognized by Luoyang City can apply for rent-free apartments with an area of over 90㎡ for a maximum of three years, which meet the standards stipulated in the document "Measures for Supporting the Recognition of High-level Talents in Luoyang City".
2. Our district will introduce full-time doctoral students under the age of 45, senior professional titles and senior technicians, and can apply for rent-free apartments with a maximum area of 90m2 for up to three years.
3. Full-time graduate students under the age of 40, full-time undergraduate graduates from "double-class" universities and disciplines, and full-time undergraduate graduates from foreign universities ranked first in QS World University 100 can apply for rent-free apartments with a maximum area of 60㎡ for up to three years.
The object of rent reduction and exemption and the rent standard
Undergraduate graduates of general higher education under the age of 35 and graduates of preparatory technician classes in full-time technical colleges can apply for staying in Yanhuang Science Park or a talent apartment with an area of 45m2 in Xingyeyuan Community for a maximum of three years. After the monthly rent reduction, the talent apartment in Yanhuang Science Park will be settled at 12 yuan /m2, and the talent apartment in Xingyeyuan Community will be settled at 9 yuan /m2.
The young talent apartment will sign a lease contract with the lease term not exceeding 1 year according to the applicant's wishes. If it is necessary to renew the lease after the expiration of the contract, the individual shall re-apply in accordance with the provisions of the Measures for the Administration of Young Talents Apartment in Luolong District and the announcement requirements of the year when the contract expires. Those who are recognized as high-level talents during their stay can be allocated housing according to the new standards after making overall arrangements for their next stay after examination.
The cumulative occupancy time of the apartment is no more than 3 years, and the starting time of occupancy is based on the time when the house contract is signed for the first time, and the lease will not be renewed upon expiration.
Application conditions
The applicant must meet the following conditions:
1. Love the motherland, abide by the law, have a strong sense of professionalism and responsibility;
2. Full-time introduced or newly trained talents in our region specifically refer to the imported talents who have signed labor contracts with employers in our region for not less than 3 years, worked in our region for not less than 6 months every year, and paid social insurance and Luoyang housing provident fund in accordance with regulations. Hong Kong, Macao and Taiwan regions and foreign talents do not pay social insurance and housing provident fund. The employing units in our district refer to directly under the authority, affiliated institutions, enterprises and private non-enterprise units in our district; Enterprises must be registered in our district for more than 6 months and pay taxes in our district;
3. There is no self-owned house in Luoyang City, and there is no housing registration information and housing transaction record in Luoyang City within 3 years;
4. Those who have enjoyed the housing subsidy and rental subsidy policy for the introduction of talents in Luoyang City or have applied for staying in young talents apartments in Luoyang City and various urban areas may not apply for young talents apartments in Luolong District again;
5. If both husband and wife meet the check-in conditions, the most favorable party shall apply according to the principle of non-repetition.
