In other words, if your household registration is in other provinces and you have not worked and lived in Wuzhishan, Baoting, Qiongzhong and Baisha for a long time, you can't consider these four places when buying a house in Hainan. Families in other cities and counties can only buy one set, and the down payment ratio is not less than 70%, and the transfer is prohibited within 5 years from the date of obtaining the property right certificate. If you buy a house in Haikou, Sanya and Qionghai, you need to provide proof that at least one family member has paid personal income tax or social insurance in Hainan Province for 60 months or more.

Houses built in Wuzhishan, Baoting, Qiongzhong and Baisha four central ecological core areas can only be sold to families in this city and county. In Haikou, Sanya and Qionghai, where the purchase restriction has been implemented, families who are not registered in this province need to provide proof that at least one family member has paid personal income tax or social insurance in Hainan Province for 60 months or more.
Outside the above areas, families who are not registered in this province must provide proof that at least one family member has paid personal income tax or social insurance for 24 months or more in Hainan Province. As of the date of issuance of this notice, households with household registration in this province can only buy one set of housing, and must provide proof that at least one family member has been paying personal income tax or social insurance for 24 months or more in Hainan Province. Cities and counties should strengthen the qualification examination of purchasing houses and standardize housing transactions. Non-registered households in this province are not allowed to buy houses by paying personal income tax or social insurance, and the housing policy on introducing talents shall be formulated separately by the provincial government.
