If it is a collective account, you have to go to the place where the collective account is located to apply for borrowing your household registration card to issue a certificate, then borrow the household registration card from the police station where the individual single witness account is located, and then use your ID card and household registration card to issue a personal single certificate to the civil affairs bureau where the birthplace account is located.
