Convenient transportation and adjustment. The storage enterprises shall complete the rotation of local grain reserves within the time specified in the rotation plan.

The rotation of local grain reserves shall follow the principles of ensuring the variety, quantity, quality and storage safety of local grain reserves, maintaining the stability of the grain market, preventing the sharp fluctuation of market food prices, saving costs and improving efficiency.

The specific measures for the rotation management of local grain reserves shall be formulated by the administrative department of grain of the autonomous region in conjunction with the financial department and the Xinjiang branch of China Agricultural Development Bank. The financial department of the autonomous region shall, jointly with the administrative department of food of the autonomous region, timely and fully allocate the management fee, rotation fee, loan interest and the difference and loss subsidy generated by the use of local grain reserves to the grain risk fund account opened by the financial departments at all levels in the Agricultural Development Bank, and truthfully allocate it to the storage enterprises step by step; The difference income from the use of local grain reserves shall be turned over to the finance of the autonomous region.

No unit or individual may in any way occupy, intercept or misappropriate the financial subsidy funds specified in the preceding paragraph.

The grain administrative department of the autonomous region shall choose the storage enterprises according to the principle of rational distribution, centralized management and cost reduction of local grain reserves; Conditional, can take the way of bidding to determine the storage enterprises.

After the storage enterprises are determined, the grain administrative department of the autonomous region shall sign a contract with them to clarify the rights, obligations and liabilities for breach of contract of both parties.
