The procedure of public summons refers to the procedure that the people's court summons unknown interested parties by public announcement according to the application of the parties, declares their rights within the statutory time limit, and makes a judgment procedure to declare the bill invalid (except the rights), which belongs to a non-litigation procedure, that is, a special procedure. The procedure of public summons must be under the jurisdiction of the grassroots people's court where the bill is paid.
