3. 4. Article 4. Large-scale infrastructure, public utilities and other projects related to social public interests and public safety that do not fall under the circumstances specified in Articles 2 and 3 of these Regulations must be tendered. The scope shall be formulated by the development and reform department of the State Council in conjunction with relevant departments of the State Council in accordance with the principles of necessity and strict limitation, and shall be submitted to the State Council for approval.

5. Article 5 For projects within the scope of Articles 2 to 4 of these Regulations, the survey, design, construction, supervision and procurement of important equipment and materials related to project construction shall meet the following requirements If one of the standards is one, bidding must be invited: ① The estimated price of a single construction contract is more than 4 million yuan; ② The estimated price of a single contract for the purchase of important equipment, materials and other goods is more than 2 million yuan; ③ Survey, design, supervision and other services For procurement, the estimated price of a single contract is more than 1 million yuan.
