In this Notice, many conditions for withdrawal have been relaxed. For example, employees and their spouses who have no self-owned houses are required to deposit, and the provident fund can be used to pay the rent of low-rent housing and public rental housing by virtue of the lease contract, or the rent of commercial housing within a specified amount. Low-income families with difficulties can use the provident fund to pay property fees. Under the premise of ensuring authenticity, we can also draw the provident fund within the specified amount for housing decoration and renovation with formal contracts. These measures are the first in our province and will effectively expand the benefits of housing provident fund in our province.
In addition, the Notice also allows families who buy houses in different places within the province to apply for loans with the housing provident fund of the deposit place. Cities and counties should realize mutual recognition and transfer of deposits in different places. The Notice requires that the whole loan process should not exceed 15 working days, which is half a month faster than before. For employees who purchase ordinary commodity housing for the first time with provident fund loans, the loan amount may be appropriately increased and the loan term may be relaxed. The "Notice" also cancelled the housing provident fund, personal housing loan insurance, notarization, new house evaluation and compulsory institutional guarantee and other charging items.

The current Regulations on the Management of Housing Provident Fund stipulates that the individual contribution ratio is 5% to 12%, and the unit will make up 1:1. Due to the difference in personal income level and implementation ratio, there are huge differences in the amount of deposits for employees in different industries. According to the statistics of a city in the middle of our province, in the power and finance industries in this city, the average monthly contribution of individuals reaches 666 yuan, and the provident fund has almost become the invisible welfare of employees, while in the catering and labor services industries in this city, the minimum monthly contribution of individuals is only 75.6 yuan, which is 88 times different.
This situation is obviously unfair. Therefore, it is clearly stipulated in the Notice that the deposit base of housing provident fund shall be approved according to the statistical items of total wages stipulated by the National Bureau of Statistics, and shall not be higher than three times the average wage of employees in the cities with districts in the previous year and shall not be lower than the minimum wage standard in the cities with districts in the previous year. The deposit ratio is still 5% to 12%, but it is proposed for the first time that cities with districts with low deposit ratio should gradually increase the deposit ratio, and cities with the same district should implement the same deposit ratio, and it is forbidden for all units to deposit housing provident fund beyond the deposit base and proportion to prevent further deposit of provident fund? The Notice issued by our province this time requires the implementation of the Regulations on Collective Contracts in Hubei Province, and the expansion of the deposit of non-public enterprises. The more important change is the timely inclusion of labor dispatch personnel and migrant workers with stable jobs in cities into the deposit scope of housing provident fund.
This change has played a great role. According to the data of the Ministry of Human Resources and Social Security, by the end of the year, there were 269 million migrant workers in China, including 166 million migrant workers. Migrant workers have to solve the housing problem when they settle down in cities and towns. The provident fund system provides a channel for migrant workers to buy houses.
