Chapter 2 Bidding Scope and Standards Article 5 Infrastructure, public utilities and other engineering construction projects related to social public interests and public safety, engineering construction projects that are fully or partially invested with state-owned funds or financed by the state, province or city, For engineering construction projects using loans or aid funds from international organizations or foreign governments, if the survey, design, construction, supervision, and procurement of important equipment and materials related to engineering construction meet one of the following conditions, bidding shall be conducted:
(1) The estimated investment in a single construction contract is more than 1 million yuan;
(2) The estimated investment in the purchase of important equipment, materials and other goods is more than 500,000 yuan;< /p>

(1) Coal, oil, natural gas, electricity, new energy and other energy projects;
(2) Transportation projects such as railways, highways, pipelines, water transportation, aviation, transportation auxiliary industries and other transportation industries;
(3) Communication projects such as postal services, telecommunications hubs, communications, and information networks ;
(4) Flood control, irrigation, drainage, water diversion (supply), tidal flat management, soil and water conservation, water conservancy projects and other water conservancy projects;
(5) Roads, bridges, subways And urban infrastructure projects such as light rail transportation, sewage discharge and treatment, garbage disposal, underground pipelines, public parking lots;
(6) Ecological environment protection projects;

(5) Health, social welfare and other projects;
(6) Commercial housing, including affordable housing and other projects;
(7) Other public utilities project. Article 8 Construction projects that are fully or partially invested with state-owned funds include:
(1) Projects that use fiscal budget funds at all levels;
(2) Projects that use various levels of financial management funds Projects of special government construction funds;
(3) Projects using the own funds of state-owned enterprises and institutions, and in which state-owned asset investors actually have control;
(4) Commercial bank loan projects guaranteed by state-owned enterprises or mortgaged or pledged with state-owned assets.
Article 9 State-financed construction projects include:
(1) Projects using funds raised by the state’s issuance of bonds;
(2) Projects using funds raised by the state’s external loans or guarantees Projects;
(3) Projects using national policy loans;
(4) Projects financed by state-authorized investment entities;
(5) National franchises financing projects. Article 10 Construction projects using loans and aid funds from international organizations or foreign governments include:
(1) Projects using loan funds from international financial organizations such as the World Bank and the Asian Development Bank;
(2) Projects using loan funds from foreign governments and their institutions;
(3) Projects using aid funds from international organizations or foreign governments. Article 11 If a project that is subject to bidding according to law falls into any of the following circumstances, bidding may not be conducted.
