The rest of the process is transferred by the housing provident fund, banks and real estate departments. The loan can be released within 4 working days at the earliest, from loan acceptance to mortgage settlement within 10 working days.
According to the Department of Housing and Urban-Rural Development of Guangxi, in order to solve the problem of "multiple round trips" and "return trips" between market participants and employees in different places, all 15 housing provident fund management centers in Guangxi have opened "inter-provincial (city) business windows" in their business outlets, and by the end of 2020, they have realized three things: inquiring about individual housing provident fund deposits and loans, withdrawing housing provident fund after normal retirement, and issuing certificates for the use of housing provident fund for loan employees.
At the same time, Guangxi has taken various measures to promote the "simple operation" of housing provident fund business. Since 20 19, Guangxi * * * has cancelled more than 30 items of materials that need to be submitted for housing provident fund business, fully implemented the zero-filling form for deposit, withdrawal and loan business, and cancelled the elements of second-hand housing provident fund loan evaluation report, greatly improving the convenience and cost of the masses. The loan applicant only needs to submit a set of materials to the unified acceptance window in the whole process of handling the loan.
Guangxi has also improved the effectiveness of electronic certification of warrants. The provident fund center and the entrusted bank can directly enter the loan issuance process according to the mortgage registration results and mortgage certificate numbers fed back by the real estate registration center on the platform, and simultaneously save the electronic files of the processing results, so that people do not need to go to the window of the real estate registration center to receive paper mortgage certificates.
In addition, Zhi Zhi, Liuzhou and Wuzhou Provident Fund Centers in Guangxi also actively introduced state-owned guarantee institutions to carry out provident fund loan guarantee business, and adopted the method of lending first and then handling mortgage procedures, so that the guarantee institutions bear the staged loan risks and realize the "handling in advance" of loan issuance.
The Guangxi Department of Housing and Urban-Rural Development said that the next step will be to continuously optimize the online service process, effectively improve the service quality, improve the operation rate of business outlets, strive to achieve more online processing of high-frequency business matters, accelerate the improvement of the collection and agency mechanism of offline service windows, and effectively do a good job in the "inter-provincial communication" business connection and audit, and promote more cross-regional communication of housing provident fund services.
