Any overseas student who has registered in a regular foreign university (college) for further study (including studying abroad and cooperative research) 1 year or more and returned to China for work may, with the approval of the customs, purchase 1 duty-free domestic cars for his own use with the foreign exchange (including cash and checks) he has brought from abroad, with the following certificates: My valid passport; 2. Certificate of international students issued by China's embassies and consulates abroad; 3. Domestic residence certificate issued by the public security department; 4. A certificate issued by the superior competent department of the employing unit; 5. Valid customs declaration documents signed and sealed by the customs at the time of entry; 6. Other documents required by the customs at the place of filing.

The above-mentioned personnel who have been approved by the customs to buy duty-free domestic cars should take the initiative to declare the annual inspection of vehicles to the customs in the first quarter of each year.

The duty-free domestic cars purchased by the above-mentioned personnel are regarded as duty-free imported cars, and the customs supervision period is 6 years. It shall not be transferred within two years from the date of delivery. If the vehicle is transferred within the period of customs supervision, the owner must report to the customs for approval and pay taxes in advance. With the approval of the customs, the transportation department shall handle the transfer formalities of the vehicle purchase surcharge certificate with the certificate issued by the customs, and the new owner shall pay the vehicle purchase surcharge. For duty-free vehicles with a vehicle age of 6 years, the owner can go through the customs supervision cancellation procedures at the customs where the record is filed.

Within the period of customs supervision, if the duty-free vehicles are not reported to the customs for inspection without reason, or illegally transferred or resold without approval, the customs will deal with them according to the Customs Law and relevant regulations.
