If a foreign trade operator fails to register in accordance with the provisions, the customs shall not go through the formalities of customs declaration and clearance of import and export goods.

The Ministry of Commerce entrusts qualified local foreign trade authorities (hereinafter referred to as the filing and registration authorities) to handle the filing and registration procedures for foreign trade operators in the region; The entrusted filing and registration authority may not entrust other institutions to file and register.

The filing and registration institution must have the fixed office space, full-time personnel for management, entry, technical support and maintenance necessary for filing and registration, and relevant equipment connected with the filing and registration network system of foreign trade operators of the Ministry of Commerce (hereinafter referred to as the "filing and registration network").

The Ministry of Commerce may issue a written power of attorney to the filing and registration authorities that meet the above conditions, issue a seal of filing and registration under the unified supervision of the Ministry of Commerce, and make it public. The filing and registration authority shall go through the filing and registration procedures through the filing and registration website of the Ministry of Commerce with the written power of attorney and the seal of filing and registration. The Ministry of Commerce may revoke the entrustment of the filing and registration authorities that have changed their circumstances, failed to meet the above conditions, and failed to handle the filing and registration in accordance with the provisions of Articles 6 and 7 of these Measures.

The registration procedures for expanding foreign trade operators are as follows:

(1) Obtaining the Registration Form for Foreign Trade Operators (hereinafter referred to as the Registration Form). Foreign trade operators can download the registration form from the government website of the Ministry of Commerce or get it from the local registration authority.

(2) fill in the registration form. Foreign trade operators shall carefully fill in all information according to the requirements of the registration form, and ensure that the contents filled in are complete, accurate and true; At the same time, carefully read the terms on the back of the registration form and sign and seal it by the legal representative of the enterprise or the person in charge of individual industry and commerce.

(3) Submit the following materials for filing and registration to the filing and registration authority:

Fill in the "Registration Form" according to the requirements of the second paragraph of this article;

Copy of business license;

Copy of organization code certificate;

If the foreign trade operator is a foreign-invested enterprise, a copy of the approval certificate of the foreign-invested enterprise shall also be submitted;

Individual industrial and commercial households (individual industrial and commercial households) that have gone through industrial and commercial registration according to law shall submit the property notarization certificate issued by the statutory notarization institution; Foreign (regional) enterprises that have gone through industrial and commercial registration according to law shall submit the capital credit certificate issued by the statutory notary office.
