He decided to dig a big hole in Leiyu Mountain and lead a river to the east, so that the flood in the west can be diverted and the land in the east can be irrigated. Then, a mid-stream weir was built in the center of Minjiang River upstream of Baokou, which divided the river into two to achieve the purpose of flood diversion.

After the project started, libing led tens of thousands of migrant workers to cut stones. However, due to the hard rock, the project progress is slow. Everyone is in a hurry. At this time, someone came up with a wonderful trick: first, cut some grooves in the rock, put firewood on it, then spread branches and firewood, and ignite it to make the rock burst. This is the throat that controls the flow of the river. Because it looks like a bottle mouth, it is named "Bao Bottle Mouth".

At first, the method of building a weir by throwing stones in the middle of the river was adopted, but the built stone weir was washed away by floods several times in succession and failed. What shall we do? Everyone is trying to find a way. Li Bing saw that the Minjiang River was rich in bamboo, and was inspired by local people building houses and weaving bamboo cages to hold things. So he asked everyone to weave bamboo cages with pebbles, then connect them, each section is about twenty or thirty feet long, and then put them in the river layer by layer. At the same time, two berms were built with boulders on both sides of the beach. In this way, a solid diversion weir was finally built. Because the front end of the levee looks like a fish head, it is named "fish mouth". It faces the upper reaches of Minjiang River and divides the surging river into two parts. Waijiang River in the west is the main stream of Minjiang River, and Neijiang River in the east is the main canal of irrigation canal system. The head of the canal is Baokou, which flows through it and is divided into many large and small canals, forming a criss-crossing fan-shaped water network to irrigate thousands of miles of farmland in Chengdu Plain. Pebble berms are built on both sides of the diversion weir. The one near Neijiang is called Inner King Kong Dike, and the one on the outer river is called Outer King Kong Dike, also called "Golden Dike". The diversion weir is the main project of Dujiangyan. After completion, there will be few floods and droughts in Chengdu Plain irrigated by Neijiang.

In order to ensure the flood control function of Neijiang, Li Bing led everyone to build a dike with bamboo cages filled with stones, and built a levee at the southern end of Neijiang Port levee, called "Feisha Weir". Its crest is lower than the inner diamond dike. If the flood is too big, too much water in Neijiang can overflow the "flying sand weir", flow to the outer river, and then flow out along the Minjiang River. This method can not only preserve water in Neijiang irrigation area, but also avoid flooding caused by too much water.

To completely solve the flood in Minjiang River, we must solve the problems of sediment deposition and riverbed deposition. Therefore, Li Bing decided to renovate Taojiang River at the beginning of each year (1late October), which is called annual renovation. In order to dry up the river and make it easy to dig, Li Bing concentrated the wisdom of the masses and used mǔchā bus water blocking method to cut off the water. The pier is a tripod made of three large wooden strips 6-8 meters long. A bamboo cage filled with stones is glued to the bottom of each tripod, and many tripods are connected together. Bamboo mats are tied to the water surface and then glued with clay to form a temporary dam to stop the water flow. When scouring the river, intercept the outer river with a fork, so that all the river water flows into Neijiang, and then scour the sediment deposited in the outer river and its irrigation channels. Around the spring of the following year, the sand washing of Waijiang River was completed, the rafters were moved to Neijiang to let the river flow into Waijiang River, and then the Neijiang River was excavated to carry out the sand washing project of flat flume and flying sand weir. Before and after Tomb-Sweeping Day, the Neijiang River was dredged, ditches were removed and irrigation began. In the past, at this time, a grand traditional water release ceremony was held. Thousands of working people gathered by the river to watch the grand occasion of releasing water and celebrate the victory of conquering nature. At the same time, it also expressed the commemoration of the great contribution of Li Bing and his son to repairing the weir to control water.

Although Dujiangyan was built more than two thousand years ago, its planning, design and construction methods are highly scientific and creative. According to the needs of irrigation and flood control, the water quantity of internal and external rivers can be reasonably controlled. Water can be drained for irrigation when it is dry, and the gate can be blocked when it rains. In the flood season, most of the water can be discharged from the outer river, so that Neijiang irrigation area can be free from the threat of floods. In the dry season, most water can flow into Neijiang to ensure irrigation water. Throughout the year, regardless of drought and flood, farmland water can be adjusted. The completion of Dujiangyan has completely changed the agricultural production in Chengdu Plain 10 counties, and turned areas with frequent floods and droughts into fertile granaries. Since then, Chengdu Plain has gained the reputation of "abundance".

Li Bing not only built Dujiangyan project in Sichuan, but also managed some other rivers, which benefited Sichuan people a lot, so people always miss him. Sichuanese respected Li Bing as the "ancestor of Sichuan" and built the "Two Kings Temple" in Dujiangyan, which contained statues of Li Bing and his son.
