This is an important expansion after Putonghua Proficiency Test 1996 was successfully introduced into Hong Kong and Macao Special Administrative Regions of China, and then went abroad.

Putonghua proficiency test is an important measure to promote the national common language. This is the need to strengthen domestic and international cultural exchanges in China, and it is also the requirement of economic globalization for language development in China. Since the promotion of the Chinese language campaign, Singaporeans have attached great importance to learning Chinese. Especially for the new generation of Singaporeans, using standardized and standard Chinese (Putonghua) to communicate with China people can help them get closer to China, understand China and enter the China market more easily. China National Language Committee Putonghua Training and Testing Center and Singapore Kostar Education Group took the lead in adapting to social needs, actively cooperated and successfully launched the Singapore Putonghua Proficiency Test in due course.

3 1 candidates who took the first putonghua proficiency test in Singapore came from all walks of life working in Singapore, including film and television actors, Chinese teachers, Chinese trainers in government departments and language teachers in Malaysia. All the candidates passed the examination and obtained the certificate of Putonghua proficiency test uniformly printed by the State Language Committee. The first test was conducted by Associate Professor Henry Hui Wang, Deputy Director of the Testing Department of the Putonghua Training and Testing Center of the State Language Committee. Previously, Liu Xinzhen, director of the training department of the Putonghua Training and Testing Center of the State Language Committee, gave candidates pre-test training for the first Putonghua proficiency test.
