It is impossible to obtain RMB from abroad, but it can be obtained from home, and it can only be the after-tax profit obtained by investment companies in other parts of China. If this "American" wants to invest in RMB, he has to show proof of RMB reinvestment.
The Notice on Several Issues Concerning Capital Change of Foreign-invested Enterprises stipulates that before reinvesting, foreign-invested enterprises shall apply to the foreign exchange bureau for RMB profit reinvestment certificate with the following materials:
(1) Enterprise application form stamped with the applicant's official seal (basic information of investors, basic information of profitable enterprises, profit distribution, investor's disposal plan for profits, equity structure of invested enterprises, etc.);
(2) The original resolution of the profit distribution of the board of directors of the enterprise (copy as the bottom) and the original resolution of the profit disposal plan of the board of directors of the investor (copy as the bottom);
(3) the financial audit report of the profit-making enterprise related to the reinvested profit in the profit-making year (the original inspection or a copy stamped with the original seal, and the copy is retained);
(4) Income tax payment vouchers related to reinvested profits (original inspection or a copy stamped with the original seal, with the copy kept as the bottom);
(5) the business license and approval certificate of the profit-making enterprise (the original inspection or a copy stamped with the original seal, and the copy shall be kept);
(6) the business license, approval certificate, joint venture contract or articles of association of the enterprise to be reinvested (the original or photocopy is stamped with the original seal and the photocopy is retained);
(7) Capital verification report of for-profit enterprise (original or copy with original seal shall be returned after inspection);
(8) Original foreign exchange registration certificate (returned after inspection);
(9) Other materials that need to be supplemented as appropriate.
After the materials are verified correctly, the foreign exchange bureau will issue a certificate of RMB reinvestment for foreign-invested enterprises.
