"Yonghang Code" is a city-wide electronic pass (health code) system developed on the basis of the province's "health code" public data platform and integrating the residents' independent registration and declaration system launched by the Municipal Public Security Bureau in the early stage. All people who come to Ningbo can apply online.
The parties can declare through Alipay, WeChat, Ala Police and other online platforms, fill in personal information accurately and truly according to the system prompts, and automatically generate personal "health codes" with three colors of red, yellow and green after being reviewed by big data in the background.
"Yonghang Code" implements dynamic management of "red code, yellow code and green code", and the code division standard is unified throughout the province.
"red team" personnel mainly include confirmed patients, suspected patients, asymptomatic infected people, people who have close contact with confirmed patients, people who are carrying out centralized isolation medical observation at home, people who come to Ningbo from key epidemic areas, people who have been to and returned to Ningbo from key epidemic areas, and people from other specific areas. In principle, the "code red" personnel who enter Ningbo shall be advised to return or temporarily return to Ningbo.
"Yellow code" personnel mainly include those who have fever, shortness of breath and respiratory symptoms, those who have been exposed to patients with fever or respiratory symptoms, those who have been diagnosed as patients or close contacts in the same corridor of their residence or temporary residence, and other people who live across provinces and come from high-risk counties (cities, districts) inside and outside the province. "Code Yellow" personnel shall observe in isolation at home or in a centralized manner as required.
"Green code" personnel are: personnel other than "red code" and "yellow code".
Considering that some old people and children don't have Alipay and WeChat. , they can't use the bank code themselves. Ningbo has introduced a paper-based "bank card", which citizens can handle on their own according to their needs.
In principle, I shall apply for the Forever Air Permit. After checking that the personnel information is correct, the staff shall fill in the certificate number, name, ID number and date of issuance and submit it to the applicant for signature after registration. The ID number is one person. If a child without an ID card needs to apply, fill in the ID number of one parent.
The parties may apply to the enterprises, units, buildings, villages (communities) or card points determined by the local prevention and control office nearby, and examine and issue certificates on the spot. The "Forever Card" must be used at the same time as the ID card, except for minors who do not have an ID card. At present, "Yongxing Code" has been put into operation. From now on, citizens can fill in the application, and after the background verification of relevant departments, the personal "health code" will be automatically generated the next day at the latest. The status of "health code" will be automatically updated according to the results of big data research every day.
According to the decision of the leading group for epidemic prevention and control in Ningbo, those who display "green code" or hold "permanent card" will be released after bright code, bright card and temperature measurement. Card points at all levels in the city shall not refuse to enter or enter villages and communities on the grounds of foreign license plates and foreign household registration; No restrictions shall be imposed on their employment and schooling; It is not allowed to restrict their freedom to rent a house.
Personnel who come to Ningbo without code and Ningbo-Hangzhou permit: In principle, all personnel in key epidemic areas will be persuaded to return, and those in non-key epidemic areas will be released after handling the code and certificate in advance, and those who meet the "green code" conditions after verification. The red code and yellow code personnel shall be handed over to the health department or the local township street, and shall be disposed of according to the regulations.

Especially on the basis of strict prevention and control, all checkpoints in the city will release all green codes and bank cards.
