Refusing to get off the bus after buying a short-distance ticket at the station is a breach of contract, but it is an illegal act of occupying a seat. When passengers buy short-distance tickets, they reach a transportation contract with the railway transportation department, which can transport them to the ticket office. When the passenger is ready to make up the ticket, it means that he wants to extend the contract, and the railway department has the right to decide whether to continue to reach a new contract and perform it. In other words, for passengers who get on the train without a ticket and buy short-distance tickets, ticket replacement is only a fault-tolerant means, and the railway department has no obligation to accept passengers' ticket replacement requests. If you refuse to get off the bus after arriving at the ticketing site, or wait until the ticket inspection is strict before making up the ticket. According to Article XI of the Detailed Rules for the Administration of Railway Passenger Transport, the transport can be refused and the transport contract can be terminated: Article 44. For those who refuse to make up the ticket on the train, passenger records shall be compiled and submitted to the third-class or above stations in front of the train, but no more than those without tickets shall arrive at the station. When the train is handed over at the station, the personnel found at this station should make up the ticket according to the regulations. If they are unable to make up the ticket at that time, they should try to inform their units or their families to help make up the ticket. Forty-fifth, for passengers who are ordered by the train staff to get off the train and disturb public order, the train shall prepare passenger records and submit them to the station. The station staff should take the above-mentioned passengers found in the station and handed over by the train away from the station. If the circumstances are serious, they should be sent to the public security department for handling. Tickets of passengers who refuse to take the bus or are ordered to get off the bus should be recorded on the back of the ticket as the basis for not changing tickets or refunding them.
