In order to regulate the algorithmic recommendation activities of Internet information services, safeguard national security and social **** interests, protect the legitimate rights and interests of citizens, legal persons and other organizations, and promote the healthy development of Internet information services, recently, the State Internet Information Office, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Market Supervision and Administration Administration Bureau jointly issued the "Management Provisions on Algorithmic Recommendation of Internet Information Services", which will come into force on March 1, 2022.
It is reported that the provisions of the application of algorithmic recommendation technology, refers to the use of algorithmic technology to generate synthetic class, personalized push class, sorting and selection class, search and filtering class, scheduling decision-making class to provide information to the user.
The provisions of the algorithmic recommendation service provider information service specification, the requirements of the algorithmic recommendation service provider should adhere to the mainstream value-oriented, active dissemination of positive energy, shall not use the algorithmic recommendation service to engage in illegal activities or dissemination of illegal information, should take measures to prevent and resist the dissemination of undesirable information.
The regulations require that algorithmic recommendation service providers should standardize the Internet news and information services, and should not generate and synthesize false news and information or disseminate news and information issued by units not within the scope of state regulations; they should not use algorithms to influence network public opinion, avoid supervision and management, as well as monopoly and unfair competition.

According to the introduction, for the public generally concerned about the protection of users' rights and interests, the provisions of the clear algorithm of the right to know, the user is required to inform the provision of algorithmic recommendation services, and publicize the service of the basic principles, purposes and intentions of the main operating mechanism, etc.; clear algorithmic right to choose, the requirement to provide users with the option not to target the characteristics of their personal, or a convenient option to turn off the algorithmic recommendation services.
In addition, for minors, the elderly, laborers, consumers and other subjects, the provisions require that the use of algorithmic recommendation services shall not be used to induce minors to become addicted to the Internet, should facilitate the safe use of algorithmic recommendation services for the elderly, should be established to improve the platform order allocation, compensation composition and payment, working hours, rewards and punishments, and other related algorithms, shall not be based on the consumer's preferences, trading habits and other characteristics. The use of algorithms to implement unreasonable differential treatment in transaction prices and other trading conditions.
According to the regulations, with public opinion attributes or social mobilization of algorithmic recommendation service providers, should be provided within ten working days from the date of service through the Internet information service algorithm filing system to fill in the filing information, to fulfill the filing procedures; filing information changes should be made in the prescribed time to handle the change procedures. Algorithm recommendation service providers shall retain network logs in accordance with the law, with the relevant departments to carry out security assessment and supervision and inspection work, and provide the necessary technical, data and other support and assistance.
