The decision also made it clear that the river basin referred to in this decision includes the administrative areas under the jurisdiction of Zhengzhou, Kaifeng, Luoyang, Anyang, Hebi, Xinxiang, Jiaozuo, Puyang, Sanmenxia and Jiyuan demonstration areas involved in the catchment area of the Yellow River and lakes (reservoirs) within the administrative area of Henan Province.
