Hunan Jiuyi Vocational and Technical College (HJVTC), formerly known as Yongzhou Higher Technical School, was upgraded to Xiaoxiang Vocational and Technical College (YXTTC) in March 2009 with the approval of the provincial people's government.

Hunan Jiuyi Vocational and Technical College was developed on the basis of the former Jiuyi Mountain College, which was founded in 1980 by Prof. Le Tianyu, a famous agroforestry scientist and educator, who was a member of the former State Academic Department and the first president of Beijing Agricultural University, back in his hometown, and it is the first privately-run college after the establishment of the new China.
