Through the monitoring and verification of the 2013 National Land Change Survey, the annual land use changes throughout the country (excluding Hong Kong, Macao and Taiwan) were grasped, and the national land survey database was kept current. It will continue to implement the State's proactive monitoring, verification and analysis, as well as the regulatory model of "land management by map". Based on the work in 2012, the implementation of the project continued in 2013, the follow-up work of the 2012 project was fully completed, and the implementation of the related work in 2013 was launched in time. Specific work includes:
One is to complete the procurement of remote sensing information for 2013. According to the characteristics of land use changes, management needs and the guarantee capacity of remote sensing data in each region, the country was divided into four types of regions. By optimizing the allocation of various types of remote sensing data, and drawing up a variety of plans for difficult areas, the procurement of 2013 remote sensing data covering 80% of the country at different scales was carried out, and the quality check, backup and task issuance of remote sensing data nationwide were completed at the same time. Through carrying out the task scheduling and product organization of Resource 1 02C satellite and the maintenance of remote sensing data task issuance system and archived data inventory, the company has studied the remote sensing data quality evaluation system, the application potential of Gaofen-1 satellite data in land survey and monitoring and the regionalized acquisition model of remote sensing satellites, and gradually solved the problem of monitoring and verifying the nationwide land-use change surveys and issued the remote sensing data for the management of multiple batches and large data quantities in a timely and orderly manner. Completing the supervision of remote sensing monitoring results of about 2,800 districts and counties across the country, and carrying out quality checking and progress tracking of remote sensing monitoring results of each unit to ensure the quality of remote sensing monitoring results and production progress. In accordance with the technical requirements and characteristics of remote sensing monitoring in 2013, upgraded and maintained the project management system for remote sensing monitoring of land use nationwide, realized the functions of data storage and results management based on disk arrays and high-speed local area networks; and carried out the production of thematic monitoring maps and data analysis work.
Carrying out urban scale expansion monitoring in 19 key cities, and completing remote sensing monitoring of land use status and changes in key cities. The project has carried out the checking of the planning content of the township land use master plan data of about 2,040 units (counties), and formed the relevant checking and analysis report and planning data, which provide the basic support for the construction of the national-level planning database. The results of the project have been imported into the national planning database and integrated into the "One Map" regulatory platform of the Ministry of Land and Resources, which provides the basis for the Ministry of Land and Resources to carry out regulation and approval of relevant land planning.
●National Land Use Macro-Monitoring (Phase I)
This project aims to use medium-resolution remote sensing satellite data to monitor the expansion of urban construction land in 20 urban agglomerations nationwide in the four phases of 1990-2000, 2000-2005, 2005-2010, and 2010-2012, and provide support for research on the reform of the land management system that promotes the healthy development of urbanization. ●Verification of Construction Land Management Information of 2012 Annual Land Use Change Survey
This project aims to provide the relevant departments and bureaus of the Ministry of Land and Resources with basic data on construction land for the annual land use change survey by carrying out supplemental verification of the land use change survey on land grants that have not yet been utilized, and verification of the management information of the newly constructed construction land patches by uploading them onto the map for comparative marking.
The project has carried out supplementary verification and post-processing data improvement for more than 1,300 county-level units of land granted but not used in 31 provinces (autonomous regions and municipalities directly under the central government) in the 2011 annual land use change survey, and has also carried out the management information of new construction land in the 2012 annual land use change survey, and the verification of new construction land patches of county-level units nationwide, as well as the verification of land use of 53 pilot cities that have been reported to the State Council for approval in 2012. In 2012, 53 pilot cities reported to the State Council for approval of post-approval land use implementation assessment and post-approval daily supervision. 31 provinces (autonomous regions and municipalities directly under the Central Government) and 2,828 county-level administrative units reported a total of more than 500,000 new construction land plots, covering an area of more than 7.1 million mu. More than 4 million mu of land approved for construction this year were identified, with the percentage of identification being 56.59%; more than 3 million mu of land suspected to be unapproved for construction, accounting for 43.41% of the total area of new construction land reported by localities; and more than 2.4 million mu of land approved for non-construction this year were labeled through the set of matching cuts. Supplementary verification of the land change survey in 2011 did not identify more than 40,000 land patches, with an area of more than 1.3 million mu, and identified an additional 450,000 mu of land that had not been "approved but not used".
The project combines the survey of the current utilization situation with the survey of construction land management information, which is a major change in China's land use change survey, and provides basic support for better grasping the annual land use change situation and the basic information of land management, as well as serving the decision-making of land management.
●Land Price Monitoring Data Collection and System Construction
This project aims to improve the national urban land price dynamic monitoring system by carrying out the collection and maintenance of data from urban land price monitoring points, so as to serve the land price monitoring work.
The project carried out quarterly and annual monitoring of land price dynamics in 105 major monitoring cities, monitoring of commodity land prices and related costs, and monthly monitoring of land prices in 18 key cities, to ensure the current status and authenticity of land price monitoring data and clarify the relationship between real estate and land prices; and carried out the construction and operation of the national urban land price dynamic monitoring system, to ensure the normal operation of the China Urban Land Price Dynamic Monitoring Network, and to analyze in depth the data of urban land price dynamics and to improve the system. Analyzed urban land price monitoring data in depth and formed a series of reports to serve macro decision-making. It will study the establishment of a national standardized land price system and select three cities, including Shanghai, to carry out pilot monitoring, laying the foundation for the establishment of a national standardized land price system.

●Situation analysis of land and real estate market
The goal of the project is to complete the situation analysis of land and real estate market in 105 major monitoring cities and key regions, to comprehensively understand and grasp the trend of changes in land price level and growth rate of various regions and major cities in China, and to analyze and judge the situation and trend of changes in China's land and real estate market in combination with domestic and overseas macroeconomic development, and to continuously improve China's understanding of land and real estate market. ●Industry Land Survey in Pilot Areas
The project aims to promote the establishment and improvement of relevant technical specifications for industry land survey by carrying out a pilot project of industry land survey in urban areas, promote the development of cadastral survey technology in China's cities and towns, enrich the content of basic data on land and resources, and provide data support and guarantee for the alleviation of conflicts between people and land, structural adjustment, and sustainable economic and social development.

It will study further improvement and innovation of relevant land policies and measures, continuously enhance the ability of land management departments to regulate land, and provide decision-making basis for the participation of land policies in macro-regulation and control to play a better role.
The project adjusted the indicator system for monitoring and evaluating the implementation of land policies and updated the database and case database of the indicator system for monitoring and evaluating the implementation of land policies according to the needs of national strategies and the actual operation situation of various regions in 2012.
