After applying online and receiving the number card, you need to submit your ID photo, data and other information to complete the real-name registration in the WeChat public number - King Card Assistant before you can activate and open for use.

If you don't use it later, you can go to any Unicom business hall in the province or municipality directly under the central government where the card belongs to (bring the card and ID card) to handle the cancellation procedure; or transfer it to someone else to use.
