Legal analysis: (a) Improve the system of laws and regulations for small and medium-sized enterprises. (iii) Improving the statistical monitoring and release system for small and medium-sized enterprises. Improve the statistical monitoring system for small and medium-sized enterprises, and release statistics on small and medium-sized enterprises on a regular basis. Establish a statistical system for surveying the financing conditions of SMEs and compile an index of financial conditions for SMEs. Strengthen the structured analysis of SMEs and improve the level of statistical monitoring and analysis. Explore the use of big data and other means to carry out monitoring and analysis of the operation of SMEs. Improve the Handbook of Key Statistics on SMEs and study the compilation of the SME development index. Revise the criteria for classifying small and medium-sized enterprises at an appropriate time. (d) Improve the credit system for small and medium-sized enterprises. Adhering to the "government+market" model, it will establish a sound mechanism for the collection, ***sharing and inquiry of credit information on SMEs, relying on the national credit information ***sharing platform, and timely integrating ***sharing various types of enterprise-related public ****service data. It will establish a sound credit evaluation system for SMEs, improve the basic database of financial credit information, innovate credit products for small and micro-enterprises, and efficiently connect financial services. It will study and introduce relevant laws and regulations to standardize the collection of credit information, public inquiry and credit supervision of SMEs. Utilizing the fundamental role of the national enterprise credit information disclosure system, enterprise-related information will be recorded in the name of the enterprise and disclosed in accordance with the law. (v) Improving the fair regulatory system. Reducing regulatory matters, simplifying the workflow, promoting online office, guiding and assisting in the whole process, and comprehensively implementing credit supervision and "Internet+supervision" reform. We will promote hierarchical and cross-sectoral joint supervision, strengthen and standardize the supervision during and after the incident, implement and improve the inclusive and prudent supervision, avoid adopting simple and rough measures for SMEs, and seriously investigate and deal with "one-size-fits-all" behaviors.

Article 38 The State shall improve the market system, implement a unified system of market access and market supervision, oppose monopolization and unfair competition, and create a market environment in which small and medium-sized enterprises can fairly participate in competition.
Article 39 The State supports large-scale enterprises and small and medium-sized enterprises to establish stable collaborative relationships based on market allocation of resources in the supply of raw materials, production, sales, outsourcing of services, technological development and technological transformation, and to drive and promote the development of small and medium-sized enterprises.
