According to the causes of poverty and the needs of poverty elimination, the poor are supported in a categorized manner. A mechanism for recognizing poor households as having been lifted out of poverty is being established, and farmers who have been lifted out of poverty are being allowed to continue to enjoy poverty-alleviation-related policies for a certain period of time, so as to avoid the phenomenon of being lifted out of poverty while returning to it.
The criteria for exiting from poverty are: the annual per capita net income of a farming household stably exceeds the current year's national poverty alleviation standards; food and clothing are not a worry; and compulsory education, basic medical care and housing security are guaranteed. There is a disability caused by poverty without stable income, due to illness and school expenses out-of-pocket is significantly greater than the income of one of the five circumstances, the poor households shall not exit.

The exit of the poor population is based on the unit of the household, and the main measure is that the household has relatively stable and reliable channels of income generation and sources of income, and that the annual per capita net income exceeds the national standard for poverty alleviation (the standard for 2015 was 2,855 yuan, the standard for 2016 was 3026 yuan, and the 2017 standard was tentatively set at 3208 yuan).
