Government data referred to in these Measures refers to documents, information, charts and other types of data resources produced or acquired by administrative organs in the course of performing their duties and recorded and preserved in a certain form, including the data resources formed by administrative organs directly or through a third party in accordance with the law, authorized by law to manage and rely on the government information system in the performance of their duties.
The information system referred to in these measures, refers to the government information system, including investment and construction of financial funds, financial funds and non-financial funds for joint construction, administrative organs to purchase services from the community or the need for financial funds for operation and maintenance, used to support the administrative organs of the business application of various types of information systems. Article 3 the municipal people's government unified leadership of the city's government data resource management work, coordination and resolution of major problems in government data resource management work.
The people's governments of the districts (cities and counties) are responsible for the relevant work of government data resource management in their respective jurisdictions in accordance with their duties. Article 4 The municipal administrative department for big data shall perform the following duties:
(1) guide, supervise, manage and coordinate the city's government data resource management work;
(2) organize the establishment of a mechanism for communication and coordination in the management of government data resources;
(3) organize the formulation and implementation of systems related to the management of government data resources;
(4) audit and summarize the work of government data catalogs of the working departments and dispatching agencies of the people's government at this level, and of the people's government of districts (cities and counties);
(e) organizing and carrying out the assessment of the work of the people's government at this level on the management of government data resources in the working departments and dispatching agencies of the people's government at this level, and of the people's governments of the districts (cities and counties);
(f) other duties determined by the people's government of the city. Article 5 The administrative department for big data of a district (city or county) shall perform the following duties:
(1) to guide, supervise, manage and coordinate the work of government data resource management under its jurisdiction, and accept the operational supervision and guidance of the administrative department for big data at a higher level;
(2) to organize the formulation and implementation of the relevant supporting system for the management of government data resources under its jurisdiction;
(3) to Auditing and summarizing the government data catalogs of the working departments of the people's government at this level and the dispatched agencies and township (township) people's governments;
(4) organizing and carrying out the assessment of the work of government data resource management of the working departments of the people's government at this level and the dispatched agencies and township (township) people's governments;
(5) other duties determined by the people's governments of the cities and districts (cities and counties). Article 6 Other administrative organs shall, in accordance with their respective duties, do the relevant work of government data resource management. Article 7 The working expenses required for the management of government data resources and services are included in the financial budget at this level and shall be guaranteed. Chapter II Data Catalog Management Article 8 Administrative organs shall classify and grade government data in accordance with the relevant requirements of data classification and grading of the Guizhou Provincial Government and manage them in accordance with the relevant standards. Article 9 The government data catalog includes the government data resource catalog, *** enjoyment catalog and open catalog.
Administrative organs shall, in accordance with the requirements for the compilation of the national government information resource catalog and the requirements for the compilation of the government data resource catalog of Guizhou Province as well as the relevant standards, sort out the government data resources in the possession of the organ within the scope of its responsibilities, clarify the metadata, source business, categories, ****enjoyment of the data and open attributes, levels, use requirements, update cycle, etc., and timely compile the government data resource catalog, ****enjoyment catalog, and open catalog of the organ, and timely compile the government data resources of the organ. It shall compile the catalog, *** enjoyment catalog and open catalog of government data resources of the organ in a timely manner. Article 10 The government data resource catalog, *** enjoyment catalog and open catalog of basic information resources such as population information, information of legal entities, natural resources and spatial geographic information, electronic license information, etc., shall be compiled by the leading construction authority of the basic information resource database.
The government data resource catalog, *** enjoyment catalog and open catalog of thematic information resources such as health protection, social security, food and drug safety, safety production, price regulation, energy security, credit system, urban and rural construction, community governance, ecological and environmental protection, and emergency stabilization formed by multiple administrative organs *** with the construction project shall be compiled by the lead organ for the thematic information resources and the organization of the relevant organs*** with the responsibility of compiling the catalogs. with the same responsibility for compilation. Article 11 The government data resource catalogs, *** enjoyment catalogs and open catalogs of administrative organs are included in the city's general catalog of government data resources, *** enjoyment catalogs and open catalogs for centralized storage and unified management. Article 12 The government data resource catalogs, *** enjoyment catalogs and open catalogs of the people's governments of townships (townships), working departments of the people's governments of districts (cities and counties) and dispatched agencies shall be audited and summarized by the competent administrative department for big data of the districts (cities and counties) where they are located, and then reported to the competent administrative department for big data of the city after being audited and approved by the people's governments of the respective levels.
The government data resource catalogs, *** enjoyment catalogs and open catalogs of the working departments and dispatched agencies of the municipal people's government shall be reviewed and summarized by the municipal administrative department for big data.
The municipal administrative department for big data shall summarize the government data resource catalog, ****sharing catalog and open catalog at the municipal and district (city and county) levels to form the city's general catalog of government data resources, ****sharing catalog and open catalog, respectively, and report them to the Municipal People's Government for validation; the general catalog of government data resources and ****sharing catalog shall be published in the governmental data ***sharing platform (hereinafter referred to as the ****sharing platform) and the open catalog is published in the government data open platform (hereinafter referred to as the open platform).
