Article 1 In order to Maintain road traffic order, prevent and reduce traffic accidents, protect personal safety, protect citizens, legal persons and other organizations of property safety and other legitimate rights and interests, and improve the efficiency of passage, the formulation of this law.

Second Article Vehicle drivers, pedestrians, riders and units and individuals related to road traffic activities within the territory of the People's Republic of China*** and the State shall abide by this Law.

Article 3 Road traffic safety work shall follow the principles of management in accordance with the law and convenience for the public, and ensure that road traffic is orderly, safe and smooth.

Article 90 Motorists who violate road traffic safety laws and regulations on road traffic shall be warned or fined not less than twenty yuan and not more than two hundred yuan. This Law provides otherwise, in accordance with the provisions of the penalty.
