The BOE has the state's shares in it, but inside the BOE's shares, the state-owned legal person holds only 27.27% of the shares and is the actual controller. But BOE shares also have listed shares, other legal persons hold shares. So the generalization that BOE is a state-owned enterprise is no longer comprehensive.
