The people's governments of county-level cities and districts, in accordance with the city's public **** credit information system construction planning, are responsible for organizing and implementing the construction of the public **** credit information system in their administrative areas. Article 6 The municipal credit information department is responsible for the supervision and management of the city's public **** credit information.
County-level cities, district people's governments to determine the credit information department is responsible for the supervision and management of public **** credit information within the administrative area. Article 7 The public **** credit information agencies of municipalities and county-level cities are specifically responsible for the construction, operation and maintenance of the public **** credit information system under the guidance and supervision of the competent department for credit information at the same level, and undertake the collection, disclosure and use of public **** credit information and other related services. Article 9 The people's governments of cities, counties and districts and their relevant departments shall improve the mechanism of incentives for trustworthiness and penalties for breach of trust, and promote the comprehensive utilization of public **** credit information. Article 10 Cultivate and develop social credit service agencies to meet the multi-level, diversified and specialized credit information service needs of the whole society. Chapter II Information Collection Article 11 The competent department of credit information in the city shall, in conjunction with the main body of information provision, formulate and publish a catalog and specifications for the collection of public *** credit information in accordance with relevant state regulations and industry standards.
Development of public **** credit information collection catalog and specifications shall be open to the public for comment. Article XII of the public *** credit information in accordance with the subject is divided into legal persons and other organizations, information on natural persons; according to the content is divided into basic information and credit information. Article 13 The basic information of legal persons and other organizations includes:
(1) unified social credit code;
(2) registration, registration, filing, change information;
(3) mortgage, pledge registration information;
(4) annual report information;
(5) other basic information.
Credit information of legal persons and other organizations includes:
(i) administrative license and qualification information;
(ii) information on tax payment, fee payment, and credit status;
(iii) information on social security;
(iv) information on administrative penalties, and administrative coercion;
(v) information on product and food recalls;
(vi) information on directors (supervisors) and senior management personnel who are subject to criminal penalties and industry bans;
(vii) judgments, awards, rulings and execution information effective by courts and arbitration institutions;
(viii) honorary recognition information;
(ix) other credit information. Article 14 Basic information of natural persons includes:
(1) unified social credit code;
(2) occupation information;
(3) other basic information.
Credit information of natural persons includes:
(i) information on qualifications and skill levels of practice;
(ii) information on tax payment, fee payment, and credit status;
(iii) information on administrative penalties and administrative coercion;
(iv) information on judgments, rulings, decisions, and enforcement information put into effect by courts and arbitration agencies;
( (E) honorary recognition information;
(F) other credit information. Article 15 The main body of information provision shall network real-time public **** credit information agencies to provide public **** credit information, and the implementation of dynamic updating and maintenance; temporary conditions are not available, regularly provide public **** credit information to the public **** credit information agencies.
The main body of information provision shall be responsible for providing the truthfulness, accuracy, completeness and timeliness of the public **** credit information. Article 16 A public **** credit information agency may collect other public **** credit information other than the directory of public **** credit information collection in the following ways:
(1) in an agreed manner from the information providing subject and the social credit service agency;
(2) from the information released by the public **** media;
(3) from the information provided by the natural persons, legal persons and other organizations are collected by means of autonomous provision or authorized provision;
(iv) other lawful means of collection. Article 17 A public *** credit information agency shall not collect information on a natural person's religious beliefs, genes, fingerprints, blood type, diseases and medical history, as well as other information the collection of which is prohibited by laws and regulations.
Without the written consent of a natural person, a public **** credit information agency shall not collect information on his or her income, deposits, securities, commercial insurance, real estate, tax payments and loan amounts.
