Gong Sui arrived at the border of Bohai County by stagecoach. When the county officials heard that the new governor had arrived, they sent troops to greet him. Gong Sui sent them all back. He then issued a document ordering all his counties to abolish the officials who caught the thieves; those with hoes, sickles, and other farming implements were good people, and were not to be questioned by the officials; and those with weapons were the thieves. When Gong Sui arrived at the county government alone, the county was in a peaceful atmosphere, and the thieves were all restrained. There were many robbers in Bohai County, but when they heard Gong Sui's admonition and order, they immediately broke up and threw away their weapons, bows and arrows, and took up hoes and sickles, so the robbers were all pacified, and the people lived and worked in peace and contentment. Gong Sui then opened the local granaries to provide relief to the poor and needy, and chose good local officials to pacify and nurture the people.
