Recently, Beijing is making great efforts to prepare and promote the construction of "two districts". The "two zones", namely the comprehensive demonstration zone for the expansion and opening up of the national service industry and the free trade pilot zone, are related to the overall development of Beijing. Generally speaking, the construction of "two districts" is a major policy of the central government to support Beijing's opening up and development, and it is a major opportunity for Beijing.
A few days ago, Tongzhou District held a mobilization meeting to build a comprehensive demonstration zone for expanding and opening up the national service industry and a China (Beijing) Pilot Free Trade Zone, and started the construction of the "two zones" in an all-round way.
Tongzhou District, as the location of the sub-center of the city, undertakes the important tasks of the times, such as resolving the functions of non-capital, promoting the coordinated development of Beijing, Tianjin and Hebei, and exploring a new model for optimizing the development of densely populated areas. In 20 18 and 19, this area was approved by the State Council as the second batch of comprehensive pilot areas for the expansion and opening up of Beijing's service industry, and it was clearly the only pilot area among the four comprehensive pilot demonstration areas.
Driven by the demonstration in the experimental area, the opening level of the service industry in the city's sub-centers has been further improved. In 20 18, the proportion of service industry in GDP was 50.2%, and it rose to 59% in 20 19, an increase of nearly 9 percentage points. Foreign capital plays a prominent role in foreign trade agglomeration. This year, the actual use of foreign capital has reached 480 million US dollars, with a total import and export volume of 8.64 billion yuan.
In addition, relying on the core bearing areas such as Canal Business District, Cultural Tourism Zone and Zhangjiawan Design Town, the city sub-center focuses on administrative office, cultural tourism and high-end business, explores financial innovation and gathers a number of new formats and models. At the same time, we will deepen the reform of "simplifying administration and decentralization, strengthening supervision and improving services" in professional services such as government services, investment and trade facilitation, financial environment, talent development and scientific and technological innovation, and promote new breakthroughs in the business environment of urban sub-centers.
In 20 19, many business environment indicators such as government service, credit and inclusive innovation of urban sub-centers ranked first in the city. In the first half of 2020, the number of newly established market entities ranked third in the city, and the registered amount and growth rate ranked first in the city. At present, the Canal Business District has gathered a number of high-tech enterprises that meet the industrial orientation, and introduced 70 enterprises in the fields of headquarters economy, finance and scientific and technological innovation. Relying on the architectural resources of the Innovation Center, Zhangjiawan Design Town has undertaken more than 100 municipal enterprises, of which 88 have completed registration.
As the only pilot area of Beijing's comprehensive service industry expansion and opening-up, the city sub-center is also an important part of the international business service area of Beijing Pilot Free Trade Zone. It will give full play to its leading and exemplary role in the service industry expansion and opening-up and the construction of the international business service area in the Pilot Free Trade Zone, further promote the transformation from pilot and local institutional innovation in the past to systematic and holistic institutional innovation, and form more replicable and scalable experiences for the whole city and even the whole country.
"Planning" requires strengthening ecological space control. Adhere to ecological priority and green development, scientifically define ecological, agricultural and urban spaces, coordinate the management and restoration of landscapes, forests, fields, lakes and grasses, and gradually build an umbrella-shaped ecological environment support pattern in the capital.
Improve water-saving function. Coordinate the resource function, environmental function and ecological function of water, vigorously promote sluice storage, intensive water use and multi-source water increase, orderly implement a series of water-saving projects such as comprehensive river basin management, surface water storage, efficient water saving and reclaimed water utilization, continuously improve water-saving functions, and further improve water delivery capacity to the capital.
Enhance the function of forest and grass wetland system. Vigorously strengthen the protection and construction of forests, grasslands, wetlands and other ecosystems, implement projects such as afforestation and forest protection, accurate improvement of forest quality, returning farmland to forests and grasslands, and protection and restoration of Bashang plateau wetlands, promote the construction of grassland parks, demonstration pastures and wetland parks, and continuously improve ecological service functions such as soil and water conservation, wind and sand fixation, carbon fixation and oxygen release, and climate regulation.
Implement comprehensive mine improvement. Strictly control the development of mineral resources, implement the orderly withdrawal of mines, comprehensively carry out in-depth remediation of open-pit mine pollution, promote the coordinated development of mineral resources development and utilization and mine geological environment protection, and actively guide the green transformation of mining enterprises. By the end of 2020, about 80% of the original mines will be withdrawn in an orderly manner, about 50% of large and medium-sized mines will meet the green mine standards, and the rest will be shut down if they fail to meet the green mine standards.
Strengthen environmental support. In-depth implementation of the "blue sky, clear water, pure land" three major projects, strengthen the comprehensive improvement of the atmosphere, water and soil environment. By 2022, during the Winter Olympics, the average annual concentration of PM2.5 will reach 25 μ g/m3, and the water quality of the exit sections of Baihe River and Yongding River will maintain Class III on average, and the soil environmental quality will be improved, providing a good environmental support for the preparations for the Winter Olympics and local development.
Optimize the development of green industries. Focusing on the goal of revitalizing the city by ecology and strengthening the city by ecology, we will establish a negative list of industrial access, focus on developing renewable energy, ice and snow sports, big data, cultural tourism, ecological agriculture and other industries, comprehensively improve the quality and efficiency of economic development, and lay a solid foundation for building a Beijing-Tianjin-Hebei green development demonstration zone and an international ice and snow sports leisure tourism resort.
Promote the green development of urban-rural integration. Adhere to the overall planning of urban and rural areas, optimize the urban-rural pattern, build a green urban system, and fully implement the rural revitalization strategy. By 2022, the urbanization rate of permanent residents will reach more than 60%, and the new large-scale public buildings in the city will fully implement the two-star and above green building standards.
Optimize the layout of urban development. According to the regional ecological environment capacity and resource carrying capacity, we will build a "one main, three auxiliary and multi-point" green town system, and handle the division of labor and cooperation with the bordering areas such as Yanqing and Changping.
Promote the construction of green towns. Build a scientific and functional urban ecosystem and urban green environment, highlight the green ecological characteristics of "river as vein, mountain as bone, green as body and culture as soul", promote the formation of urban green development mode and lifestyle, and create a good production and living environment for the people.
Construct the basic support of green development. We will build a comprehensive three-dimensional transportation system and a green energy transmission network, strengthen the support capacity of communication infrastructure, improve the level of public services, unblock diversified cooperation channels with Beijing-Tianjin-Hebei region, and introduce quality education, medical care, information technology, culture and sports resources from Beijing and Tianjin to effectively support the Winter Olympics.
