Article 3 The construction of ecological civilization shall adhere to the development concepts of innovation, coordination, green, openness and *** enjoyment, adhere to the policy of giving priority to conservation, protection and natural restoration, adhere to the harmonious *** life of man and nature, adhere to the principle that green water and green mountains are the golden mountains, adhere to the ecological benefit of the people, ecological benefits to the people, ecologically beneficial to the people, adhere to the ecological ecosystems of mountains, water, forests, fields, lakes, grasses, and to the integrated and comprehensive, holistic approach, and to the multi-measures, adhere to protect the ecological environment with the strictest system and the strictest rule of law, and integrate the construction of ecological civilization into all aspects and the whole process of economic, political, cultural and social construction in the province. Article 4 To build an ecological civilization system with target responsibility, ecological culture, ecological economy, ecological security, and ecological civilization system as the main body, to form a spatial pattern, industrial structure, mode of production, and way of life that saves resources and protects the environment, to improve the quality of economic development and the ecological environment, and to realize the modernization of the governance system and the governance capacity in the field of ecological civilization. The provincial people's government shall establish a unified and standardized provincial spatial planning mechanism, organize the preparation of the province's ecological civilization construction field special planning, clear overall objectives, indicator system, key areas and key projects, key tasks, safeguard mechanisms and measures, and with the national land spatial planning and other types of planning integration into a unified whole. Article 6 The people's governments at or above the county level shall strengthen the leadership of the construction of ecological civilization in the administrative region.
The people's governments at or above the county level shall specify the coordinating agency for the construction of ecological civilization, and shall be specifically responsible for the guidance, coordination and promotion of the construction of ecological civilization in the administrative region. The relevant departments of the people's governments at or above the county level shall do a good job of ecological civilization construction in accordance with their respective responsibilities.
The people's governments of townships and townships and street offices shall do a good job of ecological civilization construction in their respective areas in accordance with the relevant requirements of ecological civilization construction.
Village (residential) committees assist the local people's government and its relevant departments to carry out the work of ecological civilization construction. Article 7 The construction of ecological civilization is the ****same responsibility of the whole society.

Article 9 The provincial people's government shall accelerate the construction of the province's ecological cloud big data platform, convergence and integration of the province's ecological civilization-related data, the establishment of a basic database of ecological civilization, the use of big data analysis, management and application, and enhance the level of ecological civilization construction and governance. Chapter II Target Responsibility Article 10 The people's governments at all levels have overall responsibility for the quality of the ecological environment in their administrative regions.
The relevant departments of the people's governments at or above the county level shall fulfill their responsibilities for ecological environmental protection in accordance with the law, formulate a list of responsibilities for ecological environmental protection, and do a good job of ecological environmental protection involving their own systems and industries. Article 11 The people's governments at or above the county level shall establish and improve to improve the quality of the ecological environment as the core of the ecological objectives of the responsibility system, rational planning of ecological civilization construction goals, establish and improve the reward and punishment system. Article XII of the provincial people's government shall establish and improve the ecological civilization construction target evaluation and assessment system, improve the target evaluation and assessment index system, the relevant system stipulated in these regulations into the ecological civilization construction assessment, and reasonable quantification of assessment indicators.
