Article 2 Bohai Sea refers to Laotieshan Lighthouse (latitude 38 degrees 43 minutes 4 1 s, longitude 12 1 07 minutes 43 seconds) and Penglai Lighthouse (latitude 37 degrees 49 minutes 54 seconds, longitude 120 degrees 44 minutes 13 seconds). Article 3 The parents, larvae, eggs and spores of all aquatic animals and plants with economic value in the Bohai Sea area and the water environment on which they depend are protected by these Provisions. Article 4 The protection and management of fishery resources in the Bohai Sea area shall be under the unified leadership of the fishery administrative department of the State Council, and the fishery administrative department of the Yellow Sea and Bohai Sea area shall organize the fishery administrative departments of coastal provinces and municipalities directly under the Central Government to implement the management. The people's governments at or above the county level along the Bohai Sea and their fishery administrative departments shall strengthen their leadership and ensure the implementation of the provisions on the protection of fishery resources. Article 5 The fishery administrative departments of the people's governments at or above the county level along the Bohai Sea shall make overall plans and take measures to increase fishery resources and improve the productivity of waters. The proliferation of large migratory fish resources shall be uniformly planned, organized and implemented by the fishery administrative department of the State Council and its authorized institutions; The proliferation of regional and settled species of fishery resources shall be organized and implemented by the fishery administrative departments of the people's governments of provinces and municipalities directly under the Central Government. Article 6 Anyone who engages in shallow sea and tidal flat aquaculture in Bohai Sea must hold a aquaculture certificate issued by the people's government at or above the county level. To engage in fishing production, you must hold a valid fishing license approved and issued by the fishery administrative department of the Yellow Sea and Bohai Sea or the fishery administrative department of the people's government of a province or municipality directly under the Central Government. Article 7 The key protected objects in Bohai Sea are prawns, hairy shrimps, white shrimps (black shrimps), Spanish mackerel, pomfret, barracuda, flounder, flounder, Cynoglossus semilaevis, small yellow croaker, yellow croaker, white fish and flounder. Article 8 The fishing standards for key protected objects shall be based on the principle of sexual maturity. Minimum catchable standards for the following protected species:

Shrimp (female): length15cm;

Spanish mackerel: the fork is 45 cm long;

Pomfret: the fork is 20 cm long;

Barracuda: 30 cm long;

Paralichthys olivaceus: 27 cm long;

Cynoglossus semilaevis: 27 cm long;

Small yellow croaker: eighteen centimeters long;

Nibea albiflora: 23 cm long;

White-flowered fish: length17cm;

Catfish: the fork length is 3 1 cm;

Red snapper: fork length 19 cm;

Bo Tunus: The nail length (the vertical distance from the center of the head breastplate to the rear edge of the nail) is 8cm.

The minimum allowable fishing standards for other protected species shall be formulated by the fishery administrative departments of the people's governments of provinces and municipalities directly under the Central Government and reported to the fishery administrative departments of the State Council and the fishery management agencies of the Yellow Sea and Bohai Sea for the record.

The above-mentioned key protected objects shall not exceed 25% of the same kind in the catch of nets or voyages. Article 9 The main nets engaged in fishing operations in the Bohai Sea must meet the following standards:

(1) The minimum mesh of Spanish mackerel drift net is 90 mm;

(2) The minimum mesh of shrimp drift net is 60mm, and the straightening height of net clothing shall not exceed 9 meters (including the side net), and the total length of drift net per ship shall not exceed 4 kilometers;

(3) The mesh of three-layer floating net underwear shall not be less than160mm;

(four) the new network equipment must be implemented according to the above standards, and it is forbidden for any unit or individual to manufacture and sell unqualified network equipment; The original unqualified nets should be replaced before the end of 1992, and shall not be used after the expiration. Tenth fishery production units and individuals shall not use fishing gear that damages fishery resources in the name of changing the name of fishing gear or innovation. The use of new fishing gear must be approved by the fishery administrative department of the Yellow Sea and Bohai Sea and reported to the fishery administrative department of the State Council for the record. Eleventh prohibit the use of the following fishing gear and fishing methods that seriously damage fishery resources:

(1) It is forbidden to fry fish, poisonous fish and electric fish, and it is forbidden to collect shellfish resources such as clam and clam suction pump with the propeller of fishing boat;

(2) It is forbidden to use fishing gear that seriously damages resources, such as bottom trawl, floating trawl, variable water layer trawl, hand trawl (grab net), sluice net (ditch net), rotary trawl, small side net, small curtain net, drift net (fishing net), string net, small crotch net, fish cage and shrimp cage;

(three) it is forbidden to use purse seines, small drift nets and other nets to catch juvenile Spanish mackerel. Article 12 It is forbidden to fish parent shrimp, juvenile shrimp, jellyfish larva, wintering hairy shrimp, swimming crab and giant salamander in Bohai Sea. Thirteenth provisions for the following fishing nets are as follows:

(a) every year from May 1 day to May 15, June 2 1 day to August 20, hanging sub-nets (sleeve nets, rotating shaft nets, shelf nets), hanging nets (large net, small net), jar nets and vat nets;

(2) Anchor nets (bottom nets), boat nets (horizontal nets and top nets), Meitong fishing nets, Bala nets (including scaffolding nets) and attack nets (paddling nets) are from May 1 day to September 9 every year;

(3) Shrimp drift nets, spotted crucian carp drift nets, green phosphorus fish drift nets, yellow crucian carp drift nets, plum fish drift nets and various drift nets that damage parent shrimps, young shrimps and young shrimps, from May 1 day to May 15 day and from July 20th to September 9th every year;

(4) gill nets are set from May 1 day to May 15 and from July 20th to September 9th every year;

(5) Fishing gear and fishing methods that damage parent shrimp, juvenile shrimp and juvenile fish, such as inserting nets (step nets), bunching nets, whisker nets (whisker nets), dragnets (mud nets and ground nets), white shrimp nets (freshwater shrimp nets), landing nets, rope nets and river nets, etc., every May 1 1.

(6) Trawling, from May 1 day to August 3 1 day every year;

(7) The midge shrimp net (drift bag net) is located in the south of 40 north latitude from May1day to August 20th every year, and in the north of 40 north latitude from May 16 to August 20th every year;
