Regulations of Jiangsu Province on Rural Poverty Alleviation and Development
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of this province in order to promote poverty alleviation and development in rural areas, standardize poverty alleviation and development behaviors in rural areas, promote coordinated development between urban and rural areas and realize common prosperity. Article 2 These Regulations shall apply to rural poverty alleviation and development within the administrative area of this province.

The term "rural poverty alleviation and development" as mentioned in these Regulations refers to the activities of state organs and all sectors of society to improve infrastructure, improve production and living conditions, education, medical and health conditions, carry out skills training, promote the transfer of employment, etc. through financial support, industrial support and linkage, so as to help poverty alleviation and development targets improve their self-development ability and achieve poverty alleviation and prosperity. Article 3 Rural poverty alleviation and development should follow the principles of government leading, planning leading, industrial support, social participation and self-reliance, and adhere to the combination with agricultural modernization, ecological civilization construction and new urbanization construction. Article 4 Local people's governments at all levels are responsible for rural poverty alleviation and development within their respective administrative areas, establish and improve the coordination mechanism for rural poverty alleviation and development, establish a precise poverty alleviation mechanism, formulate and implement the target responsibility system and evaluation system for rural poverty alleviation and development, and regard the completion of rural poverty alleviation and development targets and tasks as an important part of the evaluation of people's governments at all levels and relevant departments and their responsible persons. Fifth local people's governments at or above the county level shall incorporate rural poverty alleviation and development into the national economic and social development plan and formulate special plans for rural poverty alleviation and development. Where other special development plans formulated by local people's governments at or above the county level involve rural poverty alleviation and development, they should be linked with the special plans for rural poverty alleviation and development, giving priority to meeting the needs of rural poverty alleviation and development areas. Article 6 Local people's governments at or above the county level shall clearly define the institutions responsible for rural poverty alleviation and development, and be specifically responsible for the organization, coordination, promotion, supervision and management of rural poverty alleviation and development within their respective administrative areas.

Township people's governments and sub-district offices shall clearly define the personnel responsible for rural poverty alleviation and development. Article 7 Local people's governments at all levels shall organize poverty alleviation publicity activities and guide all sectors of society to participate in rural poverty alleviation and development.

Units and individuals that have made outstanding contributions to rural poverty alleviation and development shall be commended by the people's government or relevant departments. Chapter II Targets of Rural Poverty Alleviation and Development Article 8 The targets of rural poverty alleviation and development include economically weak villages and low-income farmers. Low-income disabled people or other farmers with special difficulties are given priority.

Economically weak villages refer to administrative villages with lower collective economic income and annual per capita net income of farmers and more low-income farmers.

Low-income farmers refer to farmers whose annual per capita net income is lower than the poverty alleviation standard and who have the ability to work, including rural subsistence allowances with the ability to work.

The identification standards of economically weak villages and low-income farmers shall be formulated by the provincial people's government, and the people's governments at the city and county levels with districts may formulate identification standards higher than those stipulated by the province. The people's government at the county level shall determine economically weak villages and confirm low-income farmers according to the identification standards. Ninth low-income farmers are determined according to the following procedures:

(a) the village (neighborhood) committee in the village (residential area) announced the declaration of low-income farmers;

(two) farmers apply to the village (neighborhood) committee;

(three) the village (neighborhood) committee shall hold a village (neighborhood) people's meeting or a village (neighborhood) people's representative meeting after the preliminary examination of the applied farmers, and publicize the evaluation results;

(four) the township people's government, the street office audit results, and publicize the audit results;

(five) the people's government at the county level shall confirm the audit results, and the village (neighborhood) committee shall publicize the confirmation list.

Villagers who have objections to the audit results can apply to the township people's government and sub-district offices for review within 30 days from the date of publication of the audit results, and the township people's government and sub-district offices shall conduct investigation and verification, and publicize the review results within ten working days. Article 10 The local people's governments at or above the county level shall establish information files for the identified rural poverty alleviation and development targets, and implement dynamic management of the rural poverty alleviation and development targets.

If the low-income farmers meet the poverty alleviation standards after assistance, the village (neighborhood) committees shall report to the township people's governments and neighborhood offices for review, and the township people's governments and neighborhood offices shall report to the county-level people's governments for confirmation. The village (neighborhood) committee shall announce that the village (neighborhood) is identified as a poor low-income farmer. Eleventh local people's governments at or above the county level shall earnestly implement the rural poverty alleviation and development policies and the rural minimum living security system. The specific measures shall be formulated separately by the provincial people's government. Chapter III Measures for Poverty Alleviation and Development in Rural Areas Article 12 Local people's governments at or above the county level shall make overall plans to promote special poverty alleviation, industrial poverty alleviation and social poverty alleviation, and adopt targeted poverty alleviation and development measures according to the actual situation of rural poverty alleviation and development targets and the requirements of precise poverty alleviation, so as to comprehensively improve rural poverty alleviation and development capabilities.

Rural poverty alleviation and development institutions should let low-income farmers know the preferential policies and assistance measures for rural poverty alleviation and development from village to village through contact cards, bulletin boards and other forms. Article 13 The local people's governments at or above the county level may regard areas where low-income farmers are relatively concentrated and there are many economically weak villages as key areas for poverty alleviation and development, make overall plans for all kinds of agricultural funds and social assistance resources, and implement key assistance and contiguous development.
