After the founding of New China, with the approval of the State Council, China Agricultural Cooperative Bank was formally established in August of 195 1 in order to strengthen rural financial work and promote the realization of rural development and production tasks after land reform. Its task is to handle agricultural financial allocation and long-term agricultural loans for more than one year according to the national plan to support the development of rural credit cooperation. After the establishment of the Agricultural Cooperative Bank, it basically did not carry out financial allocation and long-term loan business, and was cancelled on 1952 due to the streamlining of institutions.
The second stage (1955 ——1957):
In order to fulfill the state's requirement of increasing credit support for agricultural cooperation, according to the development of agricultural production at that time and referring to the practice of the Soviet Union, with the approval of the State Council, the Agricultural Bank of China was established in March 1955. Its task is mainly to handle financial support for agriculture and long-term and short-term loans for agriculture. The loan object is mainly limited to production cooperative organizations and individual farmers, and the loan purpose is limited to agricultural production. Other rural financial services are still handled by the People's Bank of China. 1957 In April, the State Council decided to merge the Agricultural Bank of China with the People's Bank of China.
The third stage (1963 ——1965):
During the period of 1963, in the process of implementing the policy of "adjustment, consolidation, enrichment and improvement" of the national economy, the state took measures to strengthen agriculture and increase financial support for agriculture. In order to strengthen the unified management of state funds for supporting agriculture and the overall arrangement of rural funds, and prevent the phenomenon of fund waste and misappropriation, 10, the NPC Standing Committee passed a resolution to approve the establishment of China Agricultural Bank, which is directly affiliated to the State Council. According to the decision of the Central Committee and the State Council on the establishment of China Agricultural Bank, this agricultural bank institution was established from the central Committee to the provincial and provincial levels. However, under the situation of streamlining the institution, with the approval of the state, China Agricultural Bank and China People's Bank merged again in June 1965 1.
The fourth stage (1979 ——1994):

After the restoration, the Agricultural Bank of China is directly under the State Council and supervised by the People's Bank of China. The main tasks of the Agricultural Bank of China are to uniformly manage the funds supporting agriculture, centrally handle rural credit, lead rural credit cooperatives and develop rural financial undertakings. The fifth stage (from April 1994):
1993 12 the State Council made a decision to reform the financial system, demanding the gradual establishment of a rural financial system under the unified supervision and management of the People's Bank of China, with the close cooperation and coordinated development of China Agricultural Development Bank, China Agricultural Bank and rural cooperative financial organizations. According to the arrangement of the People's Bank of China,1April, 1994, China Agricultural Development Bank and China Agricultural Bank were established separately, and the policy business such as the supply and management of grain, cotton and oil purchase funds were separated from the Agricultural Bank. According to1People's Republic of China (PRC) Commercial Bank Law, which was promulgated and implemented in June, 1995, Agricultural Bank of China began to gradually explore the operation mechanism of modern commercial banks. 1In August, 1996, the State Council made the Decision on the Reform of Rural Financial System, calling for the establishment and improvement of a rural financial system based on cooperative management, with division of labor and cooperation between commercial finance and policy management. The Agricultural Bank of China conscientiously implemented the spirit of the Decision, unified its thinking and took the overall situation into consideration under the circumstances of many contradictions, tight time and great pressure, actively supported the Agricultural Development Bank to set up branches below the provincial level, and supported the reform of rural credit cooperatives to break away from the administrative subordination of the Agricultural Bank. From 65438 to 0997, China Agricultural Bank basically completed its historical mission as a national specialized bank and began to enter a new historical period of truly transforming into a state-owned commercial bank.
