3. Macroeconomic environment assessment

1. 3. The credit environment is not satisfactory, and the integrity construction needs to be further strengthened. 5. SMEs have difficulty in financing, and the business environment needs to be further optimized. The survey shows that the vast majority of enterprises believe that the business environment has improved, and they are highly satisfied with infrastructure conditions, labor quality, relations between enterprises and local governments, and social security environment. However, the main problems existing in the business environment are concentrated in the following aspects: First, the financing environment is tight and the development of enterprises lacks financial support. It is difficult for most small and medium-sized enterprises to obtain loans from banks, and they can only rely on their own accumulation or even borrowing and financing to solve their capital turnover difficulties. The difficulty of loan has become a "bottleneck" that seriously restricts enterprises from becoming bigger and stronger. Second, the basic supporting measures have not kept up, which has increased the operating costs of enterprises. However, enterprises generally feel that it is difficult to recruit and retain senior talents and scientific and technological personnel, and the threshold for talent introduction is still high, especially for technical talents and skilled workers who do not have high or intermediate titles and are urgently needed by enterprises, and there is still a lack of supporting measures in preferential policies.
Investigation Report on Investment Environment 3 According to the arrangement of "Work Style Construction Year" of the District Administrative Service Center (Investment Management Bureau), from mid-April to early May, Deputy Director Xiong Guanzhou led relevant personnel of the Project Construction Service Section and Life Service Section to conduct investigation and visit to 20 enterprises in our district in view of the regional investment environment. First, reflect the main problems existing in the investment environment
(1) The bottleneck of enterprise land use is more prominent, and the land delivery time is delayed. Although enterprises increase investment in environmental protection, reduce benzene emissions and formulate environmental protection standards. However, due to its proximity to surrounding residential areas, some disputes may arise. Master Wan Lighting Company reported that the fire protection of the company's original workshop was designed according to the E-class standard. The second phase expansion project is planned to be implemented this year, and the fire protection of the factory building is still designed according to the original standard. Recently, the fire protection failed when the design scheme was submitted for approval, because the fire protection of the workshop should be Class C. Considering the construction period, the fire department still insisted on the original opinion despite repeated communication. Therefore, the company had to readjust the design, which delayed the progress of the project to some extent. It is suggested that relevant departments inform enterprises of information in time when adjusting policy standards, so that enterprises can avoid detours.
(3) Some government departments lack active and humanized services. Master Wan Lighting Company reported that some time ago, the original water supply pipeline of the company had a small diameter and broke again, which made it difficult for enterprises to produce and use water normally. As the second phase expansion project will start immediately, after consultation with relevant departments, it is decided to connect a new water supply line from the front door of the company and cross the green belt. To this end, we contacted the garden department and asked if we could go through the formalities at the same time of construction to alleviate the company's water shortage. However, the garden department insists on going through relevant procedures before construction. It took about a month to go through the formalities. During the period, the company's domestic water supply was very difficult, and even the bathroom was closed. Linde Gas Company reported that the company had completed all the formalities on the land issue, and there was no land dispute with the neighboring Baoxin Company, but the land certificate could not be done. The reason of the relevant departments is that it is necessary to stamp the seal of the neighboring Baoxin company on the planning red line map. It is suggested that relevant functional departments take the lead in this matter and convene our two companies to coordinate and solve it.
(4) Theft and robbery cases occur from time to time in social security, and they are insecure. Yiren Crafts (Ningbo) Company reported that from August to September last year, the doors of two foreign executives of the company were pried open in the parking lot outside Haiqinyuan Community and the parking lot of the proprietress Hotel, and their laptops and other property were stolen. They called the police afterwards, but there was no follow-up. Master Wan Lighting Company reported that in the Gaotang area in the urban-rural fringe, due to the concentration of foreign population, fights often occur and employees of the company are sometimes beaten.
(5) Some facilities are backward, and some sections are inconvenient in traffic, which has potential safety hazards. Linde Gas Company reported that it was put into production in June this year as planned, but due to the construction problems of Yongdong Substation, it is estimated that it will not be completed until July, which may affect the timely production of enterprises. Haizhu Machinery and Cycling Electronics Company reported that a planned road around the company has not yet been built, which has brought a lot of inconvenience to the production and construction of enterprises. Yao Ming Heating Company, Wanshifu Lighting Company and Haizhu Machinery Company reported that the bus interval on Fuchunjiang Road is long, and the bus stop is too far from the enterprise, which makes it inconvenient for employees to commute. Geely Automobile Company reported that because hengshan road runs through the production workshop and logistics site of the enterprise, vehicles coming down from the workshop production line need to be inspected and parked in the logistics area every day, and the frequency of vehicles going back and forth is very high. In addition, a large number of other social vehicles pass through hengshan road at the gate of the company, which is a traffic hazard.
(6) It is still difficult for children of middle and senior managers in foreign-funded enterprises to go to school. Geely Automobile Company, Cycling Electronics Company and Ningbo Top Sound Insulation System Company reported that after several years of development, middle and high-level managers have been relatively stable, and their families and children have settled in Beilun, subjectively hoping that their children can go to better primary and secondary schools in Beilun City. However, because the primary and secondary schools in Beilun City are full, it is difficult to enter the ideal primary and secondary schools.
Second, suggestions for further optimizing the investment environment.
First, establish and improve the organization and coordination mechanism of investment environment. It is suggested to set up an investment environment organization and coordination leading group, with the main leaders of the district as the team leader, the leaders in charge of the district as the deputy team leader, and the departments closely related to investment projects and supervision and assessment as the member units to coordinate and deal with important investment environment issues and establish a daily working mechanism.
