Legal basis: Article 3 of the Guiding Opinions on Strengthening and Improving Financial Services for Small Enterprises stipulates that the credit management system should be improved. According to the characteristics of small enterprises, we should improve the authorized credit system in time, reasonably determine the loan approval authority of county-level banks, reduce the loan approval links and improve work efficiency. For small enterprises with market development prospects, good reputation and the ability to repay the principal and interest, it is necessary to appropriately expand the credit line and try out non-fully guaranteed loans. Small enterprises whose credit rating has been above 2A for three consecutive years may be granted small loans after strict examination and approval procedures. Improve the internal management methods of commercial banks and improve the loan management responsibility system of grassroots credit personnel. While emphasizing risk prevention and clarifying responsibilities, we should establish corresponding loan incentive mechanism to make responsibilities and rights clear and rewards and punishments clear. Objectively analyze the historical causes of non-performing loans and put forward the quality requirements of new loans realistically.
