In order to resolutely implement the decision-making arrangements of the CPC Central Committee and the State Council, adhere to the positioning of "houses are used for living, not for speculation", achieve the goal of stabilizing land prices, housing prices and expectations, persist in not using real estate as a short-term means to stimulate the economy, curb speculative real estate speculation, rectify and standardize the order of the real estate market, and promote the stable and healthy development of the real estate market in our city, with the consent of the municipal government, relevant matters are hereby notified as follows:

First, strengthen the supervision of the land market

On the basis of the planned scale announced at the beginning of the year, we will further increase the supply of ordinary residential land, establish a linkage mechanism between land price and housing price, and strengthen the "five categories" management of residential land supply. Improve the efficiency of net land consolidation, speed up the pace of land supply and optimize the supply structure. Supervise and urge the supplied residential projects to start and complete on time in strict accordance with the contract, and strengthen the whole process and multi-level dynamic monitoring of project construction. Strengthen the supervision of land purchase funds of real estate development enterprises, and stop implementing policies on real estate development and land transfer during the epidemic.

Second, accelerate the supply of ordinary commodity housing.

Establish a comprehensive list of commodity housing projects, and accelerate the entry of ordinary commodity housing into the market according to project nodes. Commercial housing projects need to apply for the pre-sale permit of commercial housing within 10 working days after the price is filed; If the pre-sale permit has been obtained, it shall be sold to the public at one time within 10 days. Commercial housing projects with a construction area of more than 30,000 square meters shall be developed by stages, and the pre-sale area shall not be less than 30,000 square meters each time (except for later sales), and commercial housing projects with a construction area of less than 30,000 square meters shall be subject to one-time pre-sale permit.

Third, resolutely curb speculative real estate speculation.

Where new commercial housing (including new commercial housing and second-hand housing) is purchased in Changzhou City (excluding Jintan District) after the implementation of this notice, it shall not be listed and traded within 4 years after obtaining the certificate of immovable property rights. The time of new commercial housing purchase is subject to the filing time of commercial housing contract online signing.

With the consent of the self-discipline mechanism of market interest rate pricing in Jiangsu Province, the differentiated housing credit policy in Changzhou (excluding Jintan District) will be improved, and the minimum down payment ratio will be adjusted to not less than 60% for households that already own a house and the corresponding housing loans are not settled.

Financial supervision departments should strictly examine the sources of housing funds, monitor the whereabouts of consumer loans and personal business loans, and prevent residents from misappropriating consumer loans and other loans to purchase houses.

Strengthen the management of commodity housing prices, establish and improve the supervision and coordination mechanism of housing filing prices, and guide real estate development enterprises to reasonably determine the filing prices.

Fourth, rectify and standardize the real estate market order.

Development and reform, natural resources and planning, taxation, housing construction, market supervision, finance, public security and other relevant departments should earnestly perform their duties, strengthen joint law enforcement, and severely crack down on speculation on the concept of school district housing and bid up the price of second-hand housing. For real estate development enterprises and intermediaries hoarding houses, property hoarding, fictitious prices, disguised price increases, extra-price price increases or charging other fees, and violating the system of "clear price" and clearly marked price in commodity housing sales, the price declaration and filing system is not implemented according to the provisions, and according to different situations, penalties or treatment measures such as stopping price declaration and issuing pre-sale certificates, not signing online sales, and restricting participation in land auctions are taken. Were taken separately, and their violations were included in the bad credit record and publicly exposed.

Five, strengthen the monitoring and analysis of the real estate market

Improve the real estate market monitoring system, strengthen market monitoring capacity building, establish data collection and business cooperation mechanisms for real estate transactions, real estate registration, land, finance, taxation, statistics, etc., and promptly prompt, guide and warn market changes. Actively promote the construction of property rights list of new commercial housing and stock housing, improve the online signing and filing of housing transaction contracts, strengthen the sharing of housing transactions and real estate registration information, and accurately analyze the market situation.

Sixth, strengthen the guidance of positive public opinion.

Municipal Party Committee Propaganda Department, Municipal Party Committee Network Information Office, Municipal Market Supervision Bureau and other departments should pay close attention to public opinion, strictly publicize discipline, adhere to the guidance of positive public opinion, objectively report the real estate market situation, guide rational consumption, and prevent speculation and false one-sided information from misleading consumption expectations. Those who publish false information and create rumors should be seriously investigated for their legal responsibilities.

Seven, strictly implement the territorial responsibility.

Municipalities, district governments and Changzhou Economic Development Zone Management Committee should earnestly fulfill the main responsibility of promoting the stable and healthy development of the local real estate market, establish and improve the joint conference system for promoting the stable and healthy development of the real estate market, do a good job in market regulation in the local area in strict accordance with the regulatory objectives, and achieve a chess game in the city.

This notice shall come into force on September 12, 2020. If the relevant policies and regulations are inconsistent with this notice, this notice shall prevail.
