Beitang fishery has a long history. In the 13th century, people already settled here and made a living by fishing. At the end of the 13th century, the simple nets originally produced by coastal fishermen gradually developed into ground nets, trolley nets, and stick nets, which were produced based on seawater tides. Other fishermen use push nets, stand on 7-8-foot stilts, and push long bamboo poles with both hands to trek across the tidal flats to produce fish. During the Jiaqing period of the Qing Dynasty, fishing boats began to be installed, using nets, drift nets, pull nets, hanging nets, and fishing hooks. The original use of fixed nets developed to the use of mobile nets. Fishermen from other places moved in one after another. During the Tongzhi period of the Qing Dynasty, there were 1,150 offshore fishing boats (including more than 600 in Beitang and 550 in Dagu).

After the 31st year of the reign of Emperor Guangxu of the Qing Dynasty (1905), the Qing government increased taxes on fisheries and forced exploitation. Some fishermen's production ships were converted into transport ships, and fishery production gradually decreased. By 1936, the number of fishing boats in Dagu and Beitang dropped to 830 (more than 395 in Beitang and 435 in Dagu). There are 1,100 households engaged in fishery production.

In 1937, Japan invaded Tanggu and controlled offshore fishery production. Japanese fishing boats caught indiscriminately during the flood season, destroying aquatic resources, causing a sharp decline in production and almost extinct shrimp. In 1941, the output of aquatic products was only 15,000 tons. It was difficult for fishermen to make a living. They were forced to sell their boats and work as sailors on foreign ships, or to make a living elsewhere. In 1945, the number of households engaged in fishery production dropped to 700. In 1948, there were 762 fishing boats in the area, with an annual output of less than 7,000 tons.

After liberation, the party and the people's government abolished the feudal exploitation system, issued fishery loans, guided the establishment of fishery mutual aid groups and cooperatives, and restored the development of fishery production. In 1956, there were 4,638 fishery laborers in the region, and 15,505 tons of aquatic products were caught annually. After 1958, motorized fishing boats gradually replaced wooden sailing boats. Fishing nets have undergone major reforms, and their types and quantities have increased. Modern navigation and communication equipment is gradually becoming popular. Fishing grounds expanded and operating methods changed. In 1989, the region's marine fishing output reached 10,379 tons, with 410 motorized fishing boats and a labor force of 10,028 people.
